29 <br /> 1 One or both of these documents can be used as the base reference documents for the <br /> 2 proposed environmental impacts section. <br /> 3 <br /> 4 During the work session, staff will present these concepts and will facilitate the Board's <br /> 5 discussion to generate guidance for staff and the Commission for the Environment. <br /> 6 <br /> 7 It is proposed that the CFE, which considered this subject several years ago, review and advise <br /> 8 on how this could be holistically addressed in the framework on an agenda abstract. The CFE <br /> 9 will begin discussing this topic at its November meeting. <br /> 10 <br /> 1 1 David Stancil, Department for the Environment, Agriculture, Parks and Recreation <br /> 12 (DEAPR) Director, made the following PowerPoint presentation: <br /> 13 <br /> 14 Assessing Environmental Impact In BOCC Abstracts <br /> 15 November 8, 2018 <br /> 16 <br /> 17 Need a concise, yet informative tool <br /> 18 Must be able to assess in reasonable time, but be as holistic as possible <br /> 19 Metrics should be understandable and usable by all types of abstract writers <br /> 20 Some constraints may exist in usage <br /> 21 <br /> 22 How To Measure - Agenda Abstract <br /> 23 Opportunity to create a sustainabilL framework for agenda item impact (equity, economy, <br /> 24 environment) <br /> 25 Equity (Social Justice) and Economy (Financial Impact) addressed now <br /> 26 Engage the Commission for the Environment to review possible tools <br /> 27 <br /> 28 One Possible Approach <br /> 29 1. A quick measure against a set of environmental goals (Environmental Responsibility <br /> 30 Goal) <br /> 31 2. A tabular assessment using locally-created checklist (drawn from ER Goal, State of <br /> 32 Environment, other sources if desired) <br /> 33 3. Some combination of the two, or an alternative metrics <br /> 34 <br /> 35 Potential Templates (Attachment a and b) <br /> 36 Review the two templates, offering feedback and guidance, additional ideas <br /> 37 Convey feedback and other direction to the Commission for the Environment for use in creating <br /> 38 recommendation to the BOCC <br /> 39 <br /> 40 Recommendation <br /> 41 <br /> 42 Commissioner Marcoplos said as soon as he suggested this addition, he was <br /> 43 overwhelmed by the complexities of it. He said he appreciates staff's efforts. He said the <br /> 44 social and financial goals always seem philosophical to him, whereas the more specific <br /> 45 information that would come out of the table would be more useful and more educational for the <br /> 46 both the BOCC and the public. He likes the idea of running it by the Commission for the <br /> 47 Environment (CfE). He said he would add another category under environmental, which would <br /> 48 be something like "impact on energy usage/carbon footprint". He said he likes the other four <br /> 49 categories, and this looks like it would work. <br />
