26 <br /> 1 - At Large vs Designated Positions- to consider reducing the number of <br /> 2 designated positions and replace with at- large positions to better fill more <br /> 3 positions on boards/commissions in a timely manner. <br /> 4 <br /> 5 Chair Dorosin said sometimes this is geographical nature and some of it is categorical. <br /> 6 He said a change was made a couple of years ago that if a position is vacant more than 6 <br /> 7 months, the BOCC can appoint someone else or revisit the current make up. <br /> 8 Commissioner Price asked if the current method is not working. <br /> 9 Chair Dorosin said the current method is fine, but he has concerns about some of the <br /> 10 designated positions, especially the categorical ones, which can be hard to fill. <br /> 11 Commissioner Rich said the BOCC can move people around if an appropriate applicant <br /> 12 comes forward to fill a categorical/geographical spot that the BOCC has already filled. <br /> 13 Chair Dorosin said yes this can happen, as long as there is an additional vacancy to <br /> 14 move someone into. <br /> 15 No action to take. <br /> 16 <br /> 17 6. Discussion/Decision Point: <br /> 18 <br /> 19 -To consider adding appointments on the agendas on a quarterly basis only. <br /> 20 (However, there may be "time sensitive" appointments once in a while) <br /> 21 <br /> 22 7. Discussion/Decision Point: <br /> 23 -To consider moving the Appointments higher up on the Agenda <br /> 24 <br /> 25 Chair Dorosin said to combine these two discussion points, and the BOCC already <br /> 26 discussed about moving appointments to another format: quarterly, bi-monthly, once a month. <br /> 27 Chair Dorosin said this makes sense to him, as well as flagging those that need <br /> 28 additional review, as previously discussed. <br /> 29 Commissioner Price said she agrees with moving appointments up on the agenda, but <br /> 30 said if appointments are only reviewed quarterly, and was deferred for any reason, it would <br /> 31 delay a vacancy being filled for quite some time. <br /> 32 Chair Dorosin said a deferred item could be brought back at the next meeting. <br /> 33 Commissioner McKee said the agenda is so front-loaded now, and it is often 8pm before <br /> 34 the BOCC gets into the meat of the agenda. He said moving this up on the agenda will move <br /> 35 other priority items further down. He said the focus should be on addressing items that the <br /> 36 public comes for, and appointments are housekeeping items. <br /> 37 Chair Dorosin reviewed the agenda, and said appointments are usually item 11. He <br /> 38 suggests moving appointments up to the regular agenda or reports. <br /> 39 Commissioner McKee said that would be fine, and is of less concern to him. <br /> 40 Commissioner Rich said when she served on the Chapel Hill Town Council, they voted <br /> 41 by ballots. She said the clerk would tally the vote at the meeting, and unless it was a tie, there <br /> 42 would be no discussion. She says it quicker, but not as transparent. <br /> 43 Chair Dorosin asked if there was any discussion. <br /> 44 Commissioner Rich said discussion happened beforehand, and it was not as <br /> 45 transparent. <br /> 46 Chair Dorosin said it is not transparent at all. <br /> 47 Commissioner McKee said he would have an issue with that process. <br /> 48 Commissioner Marcoplos said he liked hearing why people nominate, etc. <br /> 49 John Roberts said he questions if that is legal, because the minutes need to reflect the <br /> 50 vote. <br />
