21 <br /> 1 Members of the Board of Commissioners have referenced various topics over the past year <br /> 2 related to Boards and Commissions for Board discussion. Staff met over the summer break to <br /> 3 review these topics and develop proposed recommendations/changes to be discussed further <br /> 4 at this work session. Attachment A details identified issues to be discussed, and Attachment C <br /> 5 depicts a proposed streamlined abstract format/membership roster/applicant interest list for <br /> 6 Board appointments. <br /> 7 <br /> 8 1. Discussion Decision Point: <br /> 9 -To consider discussing the Adult Care Home CAC and the possibility of the <br /> 10 reduction in number of positions (since there are sometimes many vacancies) <br /> 11 and/or the option of merging this committee with the Nursing Home CAC. <br /> 12 See Attachment B- emails from Autumn Cox, Ombudsman, Area Agency on <br /> 13 Aging-TJCOG (attachment b). <br /> 14 <br /> 15 Donna Baker said there were emails in the Commissioners' packets from the <br /> 16 Ombudsman, and suggested having her come to a meeting (annual presentations), and the <br /> 17 Chair of the Board to participate in any proposed changes the Board of County Commissioners <br /> 18 may want to propose. She said this Board wants to remain at its current size. <br /> 19 Commissioner Rich said it is hard to fill larger boards, and suggested talking about this <br /> 20 during the annual review. She said she would like to reduce this board, and other boards, <br /> 21 where possible, as it is frustrating when boards cannot have a quorum due to lack of numbers. <br /> 22 Commissioner Marcoplos asked if merging these boards would work, and allow the <br /> 23 same amount/type of work to be done. <br /> 24 Commissioner Price said she attended the Adult Care Home CAC, which meets in the <br /> 25 afternoon. She said this board was reviewing the various adult care homes. <br /> 26 Chair Dorosin said yes, one board reviews/monitors adult care homes and the other <br /> 27 focuses on nursing homes. He said these two types of homes are defined differently in the <br /> 28 statute, thus the two boards. <br /> 29 Commissioner Price asked if there are certain requirements for these boards. <br /> 30 John Roberts said there are training requirements for both of these boards, and the only <br /> 31 other statutory requirements are the minimum numbers. <br /> 32 Commissioner Marcoplos asked if these boards visit the actual care facilities. <br /> 33 The Board answered yes. <br /> 34 Commissioner Marcoplos said this is a capacity question, and if the same work can be <br /> 35 done with less people then a smaller board would be fine. <br /> 36 Chair Dorosin said the requirement is for a smaller number, and the year-long trainings <br /> 37 make it even more difficult to fill these boards. He said he agrees with reducing the number of <br /> 38 members. He agreed with Donna Baker and said to have Ombudsman to come and speak on <br /> 39 the pros and cons of reducing size or merging. <br /> 40 Thom Freeman said the training process changed a few months ago via a House Bill. <br /> 41 He said the applicant, once vetted, attends training for a few weeks. He said successful <br /> 42 trainees who want to proceed will be put forth to the BOCC for a one year initial term <br /> 43 appointment. He said when that first term is successfully completed, the candidate can go on <br /> 44 to a full term. <br /> 45 Commissioner Price said these boards have requested to come before the BOCC and <br /> 46 present their findings on a more regular basis. <br /> 47 Commissioner Rich said this opportunity is available at the annual review. <br /> 48 Commissioner Price said there is a desire to come before the Board outside of the <br /> 49 annual presentations. <br />
