Presentation on Racial Equity Assessment of Manufactured Housing <br /> 22 <br /> 23 BACKGROUND: <br /> 24 A student team from Dr. Allison De Marco's economic justice course in the UNC School of <br /> 25 Social Work worked with Commissioner Mia Burroughs, the Board's representative to the <br /> 26 Leadership Team of the Orange County Partnership to End Homelessness (OCPEH), on a <br /> 27 racial equity assessment of manufactured housing (mobile homes), which have been an option <br /> 28 for affordable housing in Orange County. Using a racial equity toolkit, the team interviewed key <br /> 29 stakeholders and developed two proposals: <br /> 30 <br /> 31 1) The Towns and Counties could partner to purchase the land of mobile home <br /> 32 communities at risk for displacement. <br /> 33 2) Relocation of residents of Chapel Hill and Carrboro mobile home parks to other <br /> 34 predesignated, town-owned parcels of land. <br /> 35 <br /> 36 Both of proposals include measures for ensuring accountability, including conducting follow-up <br /> 37 surveys with the Orange County Health Department and the Family Success Alliance <br /> 38 throughout the implementation process as well as after the process. <br /> 39 <br /> 40 Orange County Mobile Home Parks: Proposals from a Racial Equity Lens <br /> 41 Shodeah Kelly, Julia Corbett, Ariella Hirsch, Lucas Risinger and Serena Singh <br /> 42 <br /> 43 Executive Summary <br /> 44 Orange County, in cooperation with the Towns of Chapel Hill and Carrboro, seeks a proposal <br /> 45 for how to use funds allocated to assist residents of mobile home parks at risk of being <br /> 46 displaced by development. We outlined two proposals for the use of these funds and analyze <br /> 47 both using a racial equity lens. <br /> 48 <br /> 49 The Orange County Health Department and Family Success Alliance conducted a survey of <br /> 50 eight mobile home parks in the area and we largely rely on these data in our proposals; in the <br />
