15 <br /> 1 1. Information that the OCHA determines is <br /> 2 necessary in the administration of the program <br /> 3 2. Complete and true information and it is <br /> 4 discovered that the applicant does not meet <br /> 5 eligibility requirements <br /> 6 <br /> 7 BRIEFINGS AND VOUCHER ISSUANCE The applicant, together with all adult <br /> 8 members of the household and the <br /> 9 assigned case manager (if applicable) must <br /> 10 be present for the initial briefing and <br /> 11 voucher issuance. <br /> 12 <br /> 13 Upon the completion of the initial briefing, a <br /> 14 Local Voucher/Rent Subsidy voucher will be <br /> 15 issued to the applicant. Local Rent <br /> 16 Supplement Program participants have up <br /> 17 to 120 days to search for a unit within the <br /> 18 Orange County geographic area and submit <br /> 19 a Request for Tenancy Approval (RTA) to <br /> 20 the OCHA upon finding a suitable unit. <br /> 21 <br /> 22 If an extension is needed, one may be <br /> 23 requested. The request will be evaluated <br /> 24 and a decision made based upon the same <br /> 25 policy outlined in the voucher issuance <br /> 26 section of Chapter 5 of the OCHA Housing <br /> 27 Choice Voucher Administrative Plan (Proof <br /> 28 of Effort must be submitted to the OCHA). <br /> 29 <br /> 30 TENANT RENT PORTION Program participants are required to pay a portion of their <br /> 31 rent if they are receiving assistance under OC Local Rent <br /> 32 Supplement Program. Participants' rent must be equal to <br /> 33 the highest of: <br /> 34 • 30 percent of family's monthly adjusted income; <br /> 35 • 10 percent of family's monthly gross income; or <br /> 36 • A minimum rent of$50 contribution. <br /> 37 The PHA has authority to suspend and exempt families <br /> 38 from minimum rent when a financial hardship exists. <br /> 39 <br /> 40 HOUSING QUALITY STANDARDS (HQS) HQS unit inspections are required both at <br /> 41 initial occupancy and annually thereafter for <br /> 42 all Local Rent Supplement subsidized units. <br /> 43 Newly leased units must pass the HQS <br /> 44 inspection before the beginning date of the <br /> 45 assisted lease and the Local Voucher Rent <br /> 46 Supplement Housing Assistance Payment <br /> 47 (HAP) Contract. <br /> 48 <br /> 49 RENT REASONABLNESS Rent reasonable review must be conducted before Local <br /> 50 Rent Supplement Program participant rents a unit.
