14 <br /> 1 Families will be selected based on the following targeted <br /> 2 population selection criteria and selection preference <br /> 3 method. Within the preference category, families and <br /> 4 individuals will be selected based on severity of needs. <br /> 5 <br /> 6 The OCHA system of preferences may select families <br /> 7 either according to the date and time of application, or by a <br /> 8 random selection process. When selecting families from <br /> 9 the Waiting List OCHA is required to use targeted funding <br /> 10 to assist only those families who meet the specified <br /> 11 criteria, and OCHA is not permitted to skip down the <br /> 12 waiting list to a family that it can afford to subsidize when <br /> 13 there are not sufficient funds to subsidize the family at the <br /> 14 top of the waiting list. <br /> 15 <br /> 16 Targeted Population: <br /> 17 • Homeless Individuals <br /> 18 • Homeless Families, including those families who <br /> 19 may have children in child protective <br /> 20 services <br /> 21 • Person At Risk of Homelessness, including <br /> 22 families who may have children in child <br /> 23 protective services <br /> 24 • Senior/Elderly and Disabled Individuals <br /> 25 • Victims of Domestic Violence <br /> 26 Families and individuals must meet the requirements and <br /> 27 eligibility criteria of one of the above targeted population <br /> 28 groups to qualify for the Local Rent Supplement Program. <br /> 29 Homelessness/At Risk Homelessness <br /> 30 For Homelessness and At Risk of Homelessness <br /> 31 applicants, severity of needs is identified and verified <br /> 32 through the use of Homelessness/At Risk Homelessness <br /> 33 Certification Form and submitted source documents. <br /> 34 Senior/Disabled applicants and Victims of Domestic <br /> 35 Violence <br /> 36 For Senior/Disabled applicants and Victims of Domestic <br /> 37 Violence applicants, severity of needs is identified and <br /> 38 verified through the use of the submitted source <br /> 39 documents. <br /> 40 <br /> 41 CRIMINAL BACKGROUND All participants will undergo criminal background and sex <br /> 42 offender checks based on the Housing Choice Voucher <br /> 43 (HCV) regulations. <br /> 44 <br /> 45 DENIAL OF ASSISTANCE An applicant will be denied participation in the Local Rent <br /> 46 Supplement Program if the applicant does not meet Local <br /> 47 Rent Supplement Program specific admission criteria. <br /> 48 <br /> 49 Participation will also be denied if the Local Rent <br /> 50 Supplement Program applicant does not provide: <br />
