Orange County / City of Mebane Utility (919) 245-2300 <br /> Service Agreement Exhibit Howard Fleming, Jr., Erosion Control/ <br /> Stormwater/Engineering Supervisor, <br /> 919-245-2586 <br /> James Bryan, Staff Attorney, <br /> 919-245-2319 <br /> PURPOSE: To transfer ownership of the Efland Sewer utility infrastructure to the City of <br /> Mebane. <br /> BACKGROUND: The County has a Utility Service Agreement (signed in 2004 and amended in <br /> 2012) with the City of Mebane for provision of water and sewer utility service in the area east of <br /> the City of Mebane between Bowman & West Ten Road and the Highway 70 corridor, easterly <br /> to Efland (see Attachment 4). In the agreement, Orange County agrees to turn over ownership <br /> and operation of any utility infrastructure built in the agreement's designated service area to the <br /> City of Mebane. In this sense, the County is acting as a developer of this designated growth <br /> area, building a framework of sewer infrastructure from which future development can grow. <br /> The Efland Sewer to Mebane, Phase 2 Extension infrastructure improvements are substantially <br /> complete and ready to place into service. The project was funded primarily by Article 46 sales <br /> tax revenue. <br /> These most recent improvements are primarily intended to switch the sewage flow from <br /> treatment by the Town of Hillsborough (since 1988) to ownership, maintenance and sewage <br /> treatment by the City of Mebane. In addition to being a "connection" to the existing Efland- <br /> Cheeks Collection System serving approximately 325 customers, this most recent project adds <br /> 1.6 miles of gravity sewer that will provide an additional backbone of sewer infrastructure for an <br /> area that has been designated for economic development for many years, but which had no <br /> utility infrastructure readily available. A summary of the sewer system is listed on Attachment 2, <br /> and a map of the total infrastructure to be transferred is shown on Attachments 3.1 through 3.4. <br /> The next step is to transfer ownership to the City of Mebane. <br />
