Project Request for Qualifications David Cannell, 919-245-2651 <br /> (RFQ) <br /> PURPOSE: To approve and authorize the Manager to execute an Agreement with Susan <br /> Hatchell Landscape Architecture, PLLC for park pre-construction design and engineering <br /> services to secure permits, conduct engineering work, and create construction drawings and <br /> specifications for bid documents for Blackwood Farm Park. <br /> BACKGROUND: In 2010, the Board of Commissioners approved a proposed master plan for <br /> the 152-acre Blackwood Farm Park. The park is located near the intersection of New Hope <br /> Church Road and NC 86 between Hillsborough and Chapel Hill, and was opened on a limited <br /> operations and facilities schedule in June 2015. <br /> The proposed master plan takes a low-impact approach to address recreation and to protect the <br /> agricultural heritage, historic structures, scenic vistas and opportunities for environmental <br /> education at the site. This was in keeping with the Board's charge to the master plan <br /> committee. <br /> Funding for the creation of a new park entrance and related infrastructure was approved in <br /> 2017, with Phase 2 park construction scheduled to follow in 2019-20. In August 2018, a <br /> Request for Qualifications (RFQ #5252) was conveyed to professional engineering and design <br /> firms to solicit interest. Ten firms responded with proposals, and a Project Design Team was <br /> convened to interview three firms. The Project Design Team included DEAPR staff members <br /> David Stancil, Marabeth Carr, Peter Sandbeck, and Dan Derby; and Keith Barnhardt and Angel <br /> Barnes from Orange County Asset Management Services. <br /> The three firms invited to interview were: <br /> • Susan Hatchell Landscape Architecture, PLLC (with Becky Ward, Civil Engineer; Ellen <br /> Cassilly Architects and CALYX Transportation Engineers; and Sud Associates PME <br /> Engineers) <br />
