The <br />pond was constructed utilizing County owned and operated equipment, Currently, there is an <br />estimated 1,760 cubic yards of large boulders and bedrock that the Solid Waste Department is <br />not equipped to remove, This material will need to be reduced in size by blasting, Rock debris <br />from blasting will be na larger than 2 feet in diameter (most chunks probably will be 1 foot or <br />less). Staff will utilize the material on site to construct erosion control barriers, <br />Orange County staff developed specifications as part of bid solicitation 1431. This bid was sent <br />to five contractors and advertised on the County website, Two Contractors attended a pre bid <br />conference at the jobsite, Mid South Drilling, Inc, of Mocksville, North Carolina submitted the <br />only bid received at a cost of $23.30 per cubic yard (estimated total cost of $41,008). <br />The safety plan to be followed by Mid South is attached. Solid Waste Management staff have <br />been advised by the proposed contractor that blasting effect and noise are likely to be minimal, <br />However, staff will closely monitor the process and advise landfill neighbors of blasting activities <br />if circumstances warrant, <br />FINANCIAL IMPACT: The estimated cost of the blasting is $41,008. Sufficient funds were <br />allocated within the FY 2004-2005 Solid Waste budget to cover the cost of the service. <br />RECOMMENDATION(S): The Manager recommends that the Board award the bid to Mid <br />South Drilling, Inc, of Mocksville, North Carolina at a cost of $23,30 per cubic yard (estimated <br />total cost of $41,008), and authorize the Purchasing Director to execute the necessary <br />paperwork. <br />
