Proposed: <br />Roads: <br />• Access is from Old NC 10 Road (SR 1710), existing paved public road in Eno Township. <br />• The main road pattern includes short cul-de-sacs with internal access for all lots. <br />• All roads are to be public and constructed to NCDOT standards. <br />• The stub out to the south property line will be constructed along with the internal subdivision <br />roads and provide for future interconnectivity with an adjacent undeveloped 39 acre tract. <br />Open Space/Buffers: <br />• 9.11 acres (39.8%) of common area open space proposed of which 1.79 acres is in Duke <br />Power right-of-way. <br />Minimum to Area Ratio (MTAR) is 1.00 (i.e. all lots at minimum size). <br />• Minimum to Area Density Ratio (MTADR) is 2.13(less R/W). <br />Homeowners Association will be formed to maintain open space and buffers. <br />Water-Sewer: <br />Individual wells. <br />• Individual septic systems. <br />Recreation: <br />• Eno, Chapel Hill, Hillsborough Community Parks <br />• No dedication is warranted because no county recreation or resource area has been <br />identified at this time. The payment-in-lieu option is viable. <br />Development Process, Schedule, and Action <br />Planning Board: <br />First Action: Concept Plan approved by the Planning Board April 4, 2002 with the <br />following conditions: <br />1. The intersection and road alignments on the Preliminary Plan shall meet NCDOT <br />standards. NCDOT will review all access points to Old NC 10 for the Preliminary Plan. <br />2. Homeowners Association documents that provide for maintenance of the Open Space <br />shall be submitted with the preliminary plan. <br />3. All lots shall access from internal subdivision roads. Show 10' non-vehicular access <br />easements along Old NC 10. <br />4. Show proposed dedication of an additional 5 feet of right-of-way, or 35 feet from C/L of <br />existing R/W whichever is greater along Old NC 10 (SR 1710) on the Preliminary Plan. <br />5. Show five-foot utility easements along both sides of all rights-of-way. <br />6. Show 75 foot buffer on each side of Old NC 10. <br />Preliminary Plan addresses conditions of approval of the Concept Plan. A large portion of the area <br />on the north side of Old NC 10, originally approved with 18 lots on the concept plan, is being <br />reserved for Stonegate Mobile Home Park septic system repair area not including the 300 foot <br />open space area proposed along Mt. Hermon Church Road (see attached May 27, 2004 letter). <br />Second Action: Planning Board on July 7, 2004 unanimously recommended approval. <br />Third Action: <br />1. The Board shall consider the application within a reasonable amount of time. <br />2. During deliberations and consideration of the application the Board may defer <br />consideration at any point to pursue additional analysis and review. <br />3. If Preliminary Plan is approved by the County Commissioners the applicant shall have <br />one (1) year to prepare and file a Final Plat or to request cone-year extension from the <br />Planning Director. <br />
