Hillsborough,
www.co.orange.nc.us ~~„ a ,°<~°° North Carolina, 27278
MEMORANDUM
Date: June 23, 2004
To: Eddie Kirk, Planner II
CC: Craig Benedict, Planning Director
Robert Davis, Orange County Current Planning Supervisor
From: Karen Lincoln, Transportation Planner
Subject: Comments Regarding Davi-Net Subdivision Application
I would like to submit the following notes regarding the preliminary plan for Phase One
of Davi-Net subdivision located on Old NC 10 (SR 1710) in Eno Township.
An ideal site distance triangle at the intersection of Old NC 10 and Mt. Herman
Church Road would be 150' X 150'.
Old NC 10 is number two of the primary priority routes listed in the Orange County
Bicycle Plan adopted in 1999. A February 3`d, 2004, amendment to Section 1 V-B-3-
a-1 of the Orange County Subdivision Regulations states that the subdivider "shall
provide any improvements or other means to ensure construction recommended" in
adopted plans or corridor studies "such as facilities for bicycles, sidewalks, and
public transportation".
The bicycle plan recommends a roadway cross-section of two 12' lanes with 4'
paved shoulders to accommodate bicycles.
Old NC 10, from New Hope Church Road to US Highway 70, is part of an east-west
collector system from Alamance County line to US Highway 70 in eastern Orange
County near the Durham County line. The system includes Bradshaw Quarry Road,
Arthur Minnis Road, New Hope Church Road, and that portion of Old NC 10. The
subject portion of Old NC 10 is classified as a major thoroughfare in the Durham-
Chapel Hill-Carrboro Metropolitan Planning Area thoroughfare plan study dated
September 1996. That study recommends atwo-lane shoulder section. One of the
conditions of approval for the concept plan was to "Show proposed dedication of an
additional 5 feet of right-of-way, or 35 feet from C/L of existing R/W, whichever is
greater along Old NC 10 (SR 1710) on the Preliminary Plan". Seventy feet is
adequate for the proposed cross section (two-lane shoulder section). There are no
improvements planned for Old NC 10.
