It is notable that the scope of work for Sigma includes <br />a commissioning of the mechanical, electrical and plumbing systems on the building to ensure <br />operation of is commensurate with the design intent. This work is generally accomplished <br />through a separate contract, which will now be unnecessary far this project. <br />A modification of the existing Special Use Permit (SUP) will be required for this project. The <br />estimated time to complete this process is customarily 9-12 months, however, owners of public <br />projects may request expedited review and reduce the time needed. Note that no part of the <br />process is circumvented by expedited review, however, it does allow the project to move <br />through the process faster in that it is required to be reviewed by staff as a priority item and is <br />set first on the Council's agenda, It is recommended that the Board direct the Manager to <br />request an expedited review far this project. The architect has estimated aten-month <br />construction time for the building. <br />FINANCIAL IMPACT: <br />The fees for design services have been proposed as follows: <br />• Basic Design Services from programming through project closeout,...,.,.,.,.$290,000 <br />• Special Use Permitting and Site Development Fee .................................. 32 000 <br />Total Fees ...........................................................................$322,000 <br />The project budget is stated at $3,000,000 and will be funded through a combination of <br />proceeds from the 2000 Bond ($2,000,000) and Alternative Financing ($1,000,000), <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />Accept the recommendation of the Southern Orange Senior Center Architect Selection <br />Panel to retain Gurlitz Architects for the design of the Center; and <br />• Approve a contract, contingent upon attorney and staff review, in an amount not to exceed <br />$322,000 as outlined in the attached cost proposal from Gurlitz; and <br />Authorize the Chair to sign on behalf of the Board; and <br />• Direct the Manager to request Expedited Review of the project from the Town of Chapel <br />Hill. <br />
