ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: August 17, 2004 <br />Action Agenda <br />Item No. 5 --F <br />SUBJECT: Contract Between CHCCS, OCS, and Health Department for School Nurses <br />DEPARTMENT: Health PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Contracts Rosemary Summers, ext. 2411 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To approve the contracts between CHCCS, OCS and the Health Department for <br />School Nurse Funding. <br />BACKGROUND: During the budget deliberations in FY 2001-2002, the Board of <br />Commissioners agreed to a four-year plan for achieving a goal of a full-time school nurse in <br />every public school in both Chapel Hill Carrboro City Schools (CHCCS) and Orange County <br />Schools (OCS). The funds appropriated for fiscal year 2001-2002 were to support one <br />additional full-time nurse in Orange County Schools and two additional full-time nurses in <br />Chapel Hill Carrboro City Schools and their associated operating expenses. These funds were <br />authorized for a partial rather than a full year due to budgetary constraints. <br />The budget approved for the 2002-2003 year held the number of nurses in each system funded <br />under this agreement to the same level as FY 2001-2002. Funding for the entire 10-month <br />school year was included for all three positions. <br />For the 2003-2004 fiscal year, the Commissioners authorized Year 2 of the four year plan that <br />allocated two additional nurses for the Chapel Hill Carrboro City School system and one <br />additional nurse for the Orange County School system. The Commissioners delayed <br />implementation of the Year 2 plan until October 1, 2003 due to budgetary concerns. <br />For the 2004-2005 fiscal year, Commissioners have authorized Year 3 of the four year plan that <br />allocates one additional nurse for each school district with delayed implementation of Year 3 <br />until October 1, 2004. This is the final position for the OCS district under this plan. CHCCS <br />district will receive one additional nurse position in the final year of the plan anticipated to be <br />next year. <br />For information purposes, it should be noted that the North Carolina General Assembly <br />approved $4 million during the most recent legislative session for 80 additional school nurses <br />
