23 <br /> <br />Project Design Schedule <br />• Design has surpassed the 50 percent milestone, and 90 percent of design is anticipated <br />by summer 2019. <br />• Informal reviews with third-party stakeholders are ongoing. <br />• 100 percent design milestone anticipated by November 2019. <br />• <br />Disadvantaged Business Enterprise Participation <br />DBE goals remain on track for the three primary consulting contracts: <br />• 14 percent for the General Engineering Contract <br />• 14 percent for the Project Management Contract <br />• 15 percent for the Construction Management Contract <br /> <br />Workforce Development <br />• A strong local labor supply will limit risks to construction costs. <br />• A broader coalition is needed to implement a healthy workforce development program. <br />• The project creates significant opportunity for sustainable jobs. <br /> <br />Questions <br /> <br />Commissioner Price referred to the revenue streams, and asked if it is known why the <br />revenue for the Article 51 and 52 taxes is decreasing. <br />John Tallmadge said they do not have good answers for that, and are working with the <br />Department of Motor Vehicles (DMV) to see if they are seeing a pattern in other parts of the <br />State. <br />Commissioner Price referred to the donations, and asked if the 4% private donations <br />and others include the land donations. <br />John Tallmadge said yes, and the VA Memorandum of Understanding does include land <br />donations, but does not count toward this since it is already federal land. <br />Commissioner Price said the cost-share agreement will need to be revised next year, <br />and asked if anything particular would trigger a change in this agreement, adding that the <br />contingency, which is above 20% now, and could go up and wondering who will be responsible <br />for the increase. <br />John Tallmadge said the State action this summer precipitated the parties meeting, and <br />the agreement on the path forward was made but it needs to be memorialized in some language <br />change to the cost-share agreement. He said that is related to the second question, and if the <br />risk assessment comes back recommending higher contingency levels, Durham City and <br />County are weighing options for meeting this need. He said GoTriangle is also making revisions <br />to the financial model in regards to assumptions about interest rates, is there more money on <br />the Durham side in transit taxes, etc. <br />Commissioner McKee referred to the private and other donations, and asked if the figure <br />or percentage of current totals is known. <br />John Tallmadge said they are at $15 million in land donations from the Universities, <br />leaving $88 million to be committed. <br />Commissioner McKee asked if this money has to be raised in the next 3-4 months. <br />John Tallmadge said yes, and there are more donations in process that cannot yet be <br />made public. <br />Commissioner McKee asked if the undisclosed donations amount to a specific <br />percentage of the remaining $88 million. <br />John Tallmadge said close to target or there.
