1 <br /> <br />APPROVED 11/13/2018 <br /> MINUTES <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />November 1, 2018 <br />7:00 p.m. <br /> <br />The Orange County Board of Commissioners met in regular session on Thursday, November 1, <br />2018 at 7:00 p.m. at the Whitted Building, in Hillsborough, N.C. <br /> <br />COUNTY COMMISSIONERS PRESENT: Vice Chair Penny Rich and Commissioners Mia <br />Burroughs, Barry Jacobs, Earl McKee, Mark Marcoplos, and Renee Price <br />COUNTY COMMISSIONERS ABSENT: Chair Dorosin <br />COUNTY ATTORNEYS PRESENT: John Roberts <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br />Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br />appropriately below) <br /> <br />Commissioner Rich called the meeting to order at 7:00 p.m. She said the Board of <br />County Commissioners (BOCC) would open the public hearing in agenda item number 5, but <br />the hearing would be continued to February 5th. She said notice would be given about this <br />meeting. <br />Commissioner Rich said Chair Dorosin would be unable to attend tonight. <br /> <br />1. Additions or Changes to the Agenda <br /> <br />Commissioner Rich noted the following items at the Commissioners’ places: <br />- Pink sheet for proposed addition to the agenda as item 4-b: Proclamation Honoring Jaki <br />Shelton Green, NC Poet Laureate under Proclamations/ Resolutions/ Special Presentations. <br /> <br />The Board agreed by consensus to add this item to the agendas as Item 4b. <br /> <br />- PowerPoint for Item 7-a <br />- Map hand out of proposed North Carolina Department of Transportation (NCDOT) widening <br />and realignment of Eubanks Road <br /> <br />Bonnie Hammersley said there is an informational meeting on November 5th at Southern <br />Human Services Center on the TIP Project No. I-3306A: Proposed Widening of I-40 from I-85 to <br />the Durham County Line in Orange County. <br /> <br />PUBLIC CHARGE <br /> The Vice Chair dispensed with the reading of the Public Charge. <br /> <br />Arts Moment <br />Doris Friend, Orange County Arts Commission (OCAC) Advisory Board Member, <br />introduced Zachariah Claypole White: <br />Mr. White has been an award-winning, published poet since elementary school. In 2017 <br />he graduated Oberlin College with a major in creative writing, a minor in English literature, and <br />was inducted into Phi Beta Kappa national honor society. He is a member of the North Carolina <br />Writers’ Network and the North Carolina Poetry Society. His poetry has recently appeared in the <br />Albion Review, The Plum Creek Review, and Scalawag. He will be featured in Be a Writer
