Submissions for Year 2 will be requested in July/August 2019. NCDOT staff <br />will evaluate all candidate projects to determine the highest scoring and most fiscally <br />feasible. Projects with estimated costs greater than $250,000 require a Resolution of Support <br />from the Board of County Commissioners (BOCC). NCDOT does not yet have guidance <br />about whether this specific funding source will continue beyond this initial two-year period, <br />but they will keep submitted projects in their project files and evaluate when/if additional <br />funding is allocated in the future. <br /> <br />Maintenance Resurfacing Program – Typically in the fall, the NCDOT provides an <br />opportunity for Planning staff to comment on its upcoming maintenance resurfacing <br />programs of the upcoming couple of years. As part of this process, NCDOT requests and <br />considers input from local jurisdictions. Staff would appreciate hearing from OUTBoard <br />members regarding roads that you think might need to be resurfaced, or that require any <br />geometric or operational changes that should be considered, or anything else that you <br />believe to be relevant. Examples of potential projects and appropriate comments under this <br />program include adding or advancing the resurfacing of a particular road; geometric changes <br />in the radius of an intersection; and the minor widening of shoulders at specific intersections <br />or locations with limited visibility/sight distance to improve the safety of turning movements <br />and/or improve safety for bicyclists. The adding of two-foot widened shoulders on the entire <br />width of a road during a repaving project is not eligible under this funding source; and <br />addressing ADA issues for transit bus stops is also not eligible. <br /> <br />Spot Safety Program – The Spot Safety Program is used to develop smaller improvement <br />projects to address safety, potential safety, and operational issues. The program is funded <br />with state funds and currently receives approximately $9 million per state fiscal year. Other <br />monetary sources (such as Small Construction or Contingency funds) can assist in funding <br />Spot Safety projects; however, the maximum allowable contribution of Spot Safety funds per <br />project is $250,000. A Safety Oversight Committee (SOC) reviews and recommends Spot <br />Safety projects to the NCDOT BOT approval and funding. Criteria used by the SOC to select <br />projects for recommendation to the BOT include, but are not limited to, the frequency of <br />correctable crashes, severity of crashes, delay, congestion, number of signal warrants met, <br />effect on pedestrians and schools, division and region priorities, and public interest. Typical <br />spot safety projects include new and upgraded traffic signals, turn lanes, curve <br />improvements, warning devices, roadway appurtenances, and positive guidance <br />improvements. <br /> <br />FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br /> <br />RECOMMENDATION(S): Staff recommends that the OUTBoard receive the information and <br />provide input to staff on how frequently the Board would like an item on its agenda to <br />brainstorm and identify potential projects that may fit well within the context of <br />aforementioned programs. For example, this could be done annually, bi-annually, or <br />quarterly. <br />26
