Potential funding sources for these projects include the 2018-2019 <br />High Impact – Low Cost Project Program, the Resurfacing Program, and the Spot Safety <br />Program. The Planning staff is requesting OUTBoard members to assist staff in developing <br />such a potential project list by making note of and reporting needed small transportation <br />improvements as you all travel county roads. <br /> <br />The turn-around time between NCDOT notification of requested projects or project review <br />input, and the deadline for submission is typically very short and rarely allows sufficient time <br />for full OUTBoard review and discussion. Developing potential project lists as an ongoing <br />process will allow Orange County to have greater input in addressing the County’s <br />identification of small transportation projects. <br /> <br />A brief overview of the programs for potential funding sources follows. <br /> <br />High Impact – Low Cost Project Program - As part of Senate Bill 257, “Current Operations <br />Appropriations Act of 2017”, Section 34.7.(c) High Impact – Low Cost Projects, NCDOT was <br />tasked to develop a quantitative, evidence-based formula to use in selecting projects to <br />receive funding under this program. Funded projects may include intersection improvement <br />projects, minor widening projects, and operational improvement projects. Projects are <br />expected to be under contract within twelve months of funding approval by the Board of <br />Transportation (BOT). Projects that require right-of-way acquisition or utility relocations are <br />not good candidates for High-Impact – Low Cost program funds. As part of this formula, <br />NCDOT developed twelve criteria to be used in the formula to identify candidate projects <br />under this program. The criteria address: <br />25
