STUDYAREABUILDOUTANALYSIS <br />AnimportantelementoftheTransportationReportfortheEflandͲBuckhornͲMebaneStudyAreawasthe <br />preparationofabuildoutanalysis.Thebuildoutanalysisprovidesanestimationoffuture <br />developmentandhelpsdeterminequantityandlocationoffuturegrowth.Theanalysisutilizedan <br />OrangeCountyparcelmapwithaGISoverlay,andwasbaseduponanumberofattributes,amongthe <br />mostimportantbeing: <br />x Existinglanduses; <br />x Existingzoning;and <br />x TheadoptedFutureLandUsePlan <br />DelineationofDevelopmentPods <br />Basedprimarilyonacombinationoftheexistingroadnetwork,theexistingZoningMap,andthedesignated <br />futurelanduse(pertheadoptedLandUsePlan),eighteen(18)developmentpodswerecreatedasabasefor <br />estimatingfuturetripgenerationforthestudyarea.ThedevelopmentpodsaredepictedinFigure5,and <br />rangeinsizefrom22acresto362acres. <br />Thebuildoutanalysisprocessincorporatedanumberofattributes: <br />x ZoningandFutureLandUsePlandesignationsforthepods. <br />x Grossacreagesofdevelopmentpods,undevelopedland,currentnonͲresidentialland,current <br />residentialacreagesincludingsubdivisionsanddevelopment,existingnonͲresidential <br />development,andotherdevelopedareatobepreserved; <br />x Documentationofenvironmentalandculturalconstraintsbydevelopableareas; <br />x EstimationofappropriatelandusesbyITEcodes; <br />x Considerationofdevelopmentregulationsrestrictingthepercentageofsitedevelopment; <br />x Provisionofpublicservices(water,sewer); <br />x Proximityofinterstateinterchanges; <br />x Proximityofandpotentialaccesstotherailline; <br />x Potentialimpactoffuturetransit(OPT);and <br />x Anappliedmarketreductionfactorbasedonlocationandavailablepublicservices. <br />Theprimaryconcerninthestudyareaintermsofdevelopingafeasiblefutureroadwaynetworkarethe <br />presenceofstreamsthathaveafiftyͲfootvegetativebufferbasedontheNeuseRiverRiparianBuffer <br />Rules.Whileroadwaycrossingofstreamsareallowableperthebufferrules,Volkertattemptedto <br />minimizestreamcrossingsinthedevelopmentofthefutureroadwaynetworkandassumedthatno <br />developmentwouldtakeplacewithinthestreambuffers. <br />ThetripgenerationanalysisissummarizedinthespreadsheetprovidedinAttachmentC.Theresultofthe <br />analysiswastheestimatedbuildableacresperpod.Theanalysisprovidesvaluableestimatedprojections <br />aboutfuturelandusesanddevelopmentpotential,andservesasthebasisforestimationsoftheamount <br />ofadditionaltrafficthatcouldbegeneratedifthestudyareawasdevelopedtoitsfullpotential.The <br />analysisalsoservesasatooltobeusedtoconsiderfutureneedsandimprovementstothetransportation <br />networkservingtheStudyArea. <br />12 <br />71
