Section3–FutureNetwork <br />FUTURELANDUSEMAP <br />TheFutureLandUseMap(FLUM)(Figure4)isakeycomponentoftheadoptedOrangeCounty2030 <br />ComprehensivePlan.TheFLUMprovidesguidanceanddirectionregardingfuturelanduseplanningand <br />developmenteffortsundertakeninthecounty,includingtheStudyArea.TheFLUMdefinesthelocation <br />ofappropriatelanduseclassificationsthatwouldachieveadesiredpatternofdevelopment,andiscritical <br />forachievingsustainablegrowth. <br />ImplementationofthestatedlandusegoalsandobjectivesoftheComprehensivePlanisaccomplished <br />primarilythroughtheapplicationofzoningdistrictsconsistentwiththeFLUM.Thelanduseclassifications <br />depictedbytheFLUMprovidethelocationsinthecountywherecertainzoningdistrictsmayormaynot <br />beappropriate.TheclassificationsdesignatedfortheStudyAreaare:CommercialͲIndustrialTransition; <br />EconomicDevelopmentTransitionActivityNode;and10ͲYearTransition.Avarietyofzoningdistrictsare <br />appropriatefortheseclassificationswithspecificsprovidedthroughaLandUseandZoningMatrixthat <br />isincludedintheComprehensivePlan.Ifaproposedzoningdistrictisnotcompatiblewiththe <br />classificationscontainedintheMatrix,reͲzoningcannottakeplaceunlesstheFLUMisamended. <br />ThelanduseclassificationsoftheFLUM,togetherwiththeexistingandprojectedfuturezoningdistricts, <br />informedabuildͲoutanalysisfortheStudyArea.Theanalysisprovidesanestimationoffuture <br />development.Itservesasthebasisforestimationsoftheamountofadditionaltrafficthatcouldbe <br />generatediftheStudyAreawasdevelopedtoitsfullpotential,aswellasservingasatoolforplanning <br />forfutureimprovementstothetransportationnetwork. <br />10 <br />69
