TheconceptsshownonaCTPareforplanningpurposesandaresubjecttochange.Theseconceptswillneed <br />additionalanalysistomeetstateandfederalenvironmentalregulations,todeterminefinallocationsand <br />designs,andtobefundedforimplementation.TheOrangeCountyUDO,Sections6and7includesthe <br />requirementsforreservinganddedicatingrightofwayorrequiringconstructionofroadslistedinAccess <br />ManagementPlansorontheCTP.Specificmentionisalsomadetothededicationofrightofwaybasedon <br />theconceptsshownontheCTPandlocalcollectorstreetplans,basedonN.C.G.S. <br />§13666.2and§13666.10. <br />Section2–ExistingConditions <br />ENVIRONMENTALFEATURES <br />Tobeginthetransportationreportdevelopmentprocess,OrangeCounty’senvironmentalcontractor,Pilot <br />Environmental,Inc.(PEI)conductedpreliminarystudieswithintheStudyArea:Wetlandsdetermination, <br />threatenedandendangeredspeciesdetermination.Specifically,PEI’sfieldworkanduseofexistingfederal <br />andstateagencydatadeterminedthepresenceofanystreams,pondsandWetlands,assessmentofpotential <br />historicproperties/structuresand/orarchaeologicalremains,andobtaininformationregardingfederally <br />protectedthreatenedandendangeredspeciesthatcouldbelocatedinthearea.Theprojectwasbrokeninto <br />fourstudyareas:1A,1B,2A,and2B,amapofwhichisshowninAttachmentA.Thepurposeoftheworkwas <br />todocumentenvironmentallysensitiveareastoassisttheCountyinlongͲrangeplanningandregulating <br />futureroadnetworksrelatedtodevelopmentproposalsinthearea.Thefutureroadnetworkproposalswill <br />ultimatelybedevelopedtomitigateimpactsonenvironmentalfeaturesintheStudyArea.Figure2depicts <br />theExistingConditions,highlightingwaterfeatures,schools,andcemeteries.Figure3contains <br />EnvironmentalFeaturesincludingendangeredspeciesandelevationcontours. <br />CULTURALFEATURES <br />PEIalsoconductedaculturalresourcesinquiryintheStudyArea.Acemeteryandseveralhistoric <br />structureswerelocated.PEIsubmittedalettertotheStateHistoricPreservationOffice(SHPO)soliciting <br />commentspertainingtotheStudyArea.CopiesoftheirresponsesareshowninAttachmentB.SHPO <br />determinedthattheroadnetworkasproposedwillnothaveaneffectonanyofthehistoricstructure,and <br />additionally,thecemeteryisprotectedinaccordancewithNCGSChapter65. <br />PortionsoftheStudyAreaalsohaveahighprobabilityforthepresenceofarcheologicalresources. <br />ArchaeologicaldatawasobtainedbutisnotdepictedonFigure2inordertoprotectsensitiveareas <br />ofarchaeologicalinterest. <br />6 <br />65
