BUSINESSIMPACTS <br />Addressingtheroadwaynetworkandaccessmanagementissuesduringtheplanninganddevelopment <br />oflandinthestudyareaandtransportationprojectscanhelpacommunityinvariousways.Customers <br />areseekingbusinesseswithunblockeddrivewaysandeasyaccesswhilebusinessesareseekingaccessto <br />signalizedintersectionsandinterconnecteddevelopmentswhichalloweasyaccesstointerstatefacilities. <br />Havingaplaninplacetoaddresstheneedsofthecommunityiscriticaltotheeconomicprosperityof <br />theregionandultimatelytotheStateofNorthCarolina. <br />COMPREHENSIVETRANSPORTATIONPLAN(CTP) <br />TheNorthCarolinaDepartmentofTransportationandOrangeCountyadoptedtheOrangeCounty <br />ComprehensiveTransportationPlan(CTP),whichprovidesprojectrecommendationsforruralareasof <br />thecounty,in2013.TheDurhamͲChapelHillͲCarrboroMPO(DCHCMPO)CTPiscurrentlyunder <br />developmentandwillbeadoptedin2017.Thisplanaddressedfuturetransportationneedsinthe <br />urbanizedareas.TheOrangeCountyUnifiedDevelopmentOrdinance(UDO)willbeusedtofurtherfoster <br />economicdevelopmentintheMebane/BuckhornEconomicDevelopmentDistrict(EDD). <br />UnderStatelaw(N.C.G.S.§136Ͳ66.2),MetropolitanPlanningOrganizations(MPOs)andmunicipalities <br />shalldevelopComprehensiveTransportationPlans(CTPs)incooperationwiththeNorthCarolina <br />DepartmentofTransportation(NCDOT).Formunicipalitiesandcounties,orportionsthereof,located <br />withinanMPOplanningarea,thedevelopmentofaCTPshallbebytheMPOincooperationwiththe <br />NCDOT.TheCTPisnotrequiredtobefiscallyconstrainedandnominimumhorizonyearorupdate <br />timeframesarespecified.TheCTPistheelementoftheMetropolitanTransportationPlan(MTP)that <br />identifiestransportationneedsbeforefiscalconstraintisapplied. <br />UnderFederallaw(23U.S.Code§134),MPOsarerequiredtoprepareaMTP.TheMTPisrequiredto <br />addressthefederalplanningrequirementsin23U.S.C.§134,whichincludebeingfiscallyconstrained, <br />havingaminimum20yearhorizon,andbeingupdatedevery4yearsinairqualitynonͲattainmentor <br />maintenanceareas(every5yearsinattainmentareas). <br />ItisimportanttonotethattheCTP/MTPdoesnotincludeeveryroadonthehighwaysystem.Assuch,in <br />accordancewithG.S.§136Ͳ66.2,tocomplementtheroadwayelementoftheCTP,municipalitiesand <br />MPOsmaydevelopacollectorstreetplanand/orincludeadditionalprojectsthatmaybeincludedinthe <br />transportationplanifreasonableadditionalresourcesbeyondthoseidentifiedinthefinancialplanwere <br />availabletoassistindevelopingtheroadwaynetwork.TheDepartmentofTransportationmayreview <br />andprovidecommentsbutisnotrequiredtoprovideapprovalofthecollectorstreetplan.TheCTPand <br />thelocallyapprovedcollectorstreetplan(s)worktogethertoidentifythefuturetransportationsystem. <br />ThestreetandhighwayelementsoftheplansdevelopedpursuanttoG.S.§136Ͳ66.2shallserveasthe <br />planreferencedinG.S.§136Ͳ66.10(a),whichaddressesthereservationanddedicationofrightͲofͲway <br />underlocalordinances. <br />LocallyapprovedtransportationplansmaycontainstreetorhighwayrightͲofͲwayalignmentand <br />dedicationrecommendationsorrequirements,andcollectivelyfunctionasthecollectorstreetplanfor <br />theMPOormunicipalityasreferencedunderG.S.§136Ͳ66.2. <br />5 <br />64
