NorthCarolinaDepartmentofCulturalResources <br />StateHistoricPreservationOffice <br />RamonaM.Bartos,Administrator <br />GovernorPatMcCroryOfficeofArchivesandHistory <br />SecretarySusanKluttzDeputySecretaryKevinCherry <br />June18,2015 <br />BradleyLuckey <br />PilotEnvironmental,Inc. <br />POBox128 <br />Kernersville,NC27285 <br />Re:ConstructRoadNetwork,IͲ40900AcreTract,Efland,PEI1012,OrangeCounty,ER15Ͳ1240 <br />DearMr.Luckey: <br />ThankyouforyourletterofMay28,2015,transmittinginformationforourreviewconcerningtheabove <br />project. <br />Therearenorecordedarchaeologicalsiteswithintheproposedprojectarea,althoughithasneverbeen <br />systematicallysurveyedforthepresenceofarchaeologicalresources.Theadjacentpropertythathas <br />beensurveyedcontainsseveralNativeAmericanarchaeologicalsites.Certainportionsofyourproposed <br />projectareahaveahighprobabilityforthepresenceofsuchresources.Inaddition,theOrangeCounty <br />soilsurveydated1977showsthelocationofacemeterywithinyourprojectarea.Althoughcemeteries <br />arenotordinarilyeligibleforinclusionintheNationalRegisterofHistoricPlaces,theyareprotectedby <br />statestatutes.Ifthecemeteryistobeaffectedbyyourproposedproject,itwillneedtobepreservedor <br />movedinaccordancewithNCGSChapter65. <br />IfyourprojectissubjecttoSection106oftheNationalHistoricPreservationAct,werecommendthat <br />youforwardprojectplanstoussowecandelineatethoseareasthatshouldbesubjectedtoa <br />comprehensivesurveybyanexperiencedarchaeologistinordertoidentifyandevaluatethesignificance <br />ofarchaeologicalremainsthatmaybedamagedordestroyedbytheproposeddevelopment.Potential <br />effectsonunknownresourcesmustbeassessedpriortotheinitiationofconstructionactivities. <br />Twocopiesoftheresultingarchaeologicalsurveyreport,aswellasonecopyoftheappropriatesite <br />forms,shouldbeforwardedtousforreviewandcommentassoonastheyareavailableandwellin <br />advanceofanyconstructionactivities. <br />Alistofarchaeologicalconsultantswhohaveconductedorexpressedaninterestincontractworkin <br />NorthCarolinaisavailableatwww.archaeology.ncdcr.gov/ncarch/resource/consultants.htm.The <br />archaeologistslisted,oranyotherexperiencedarchaeologist,maybecontactedtoconductthe <br />recommendedsurvey. <br />Wehavedeterminedthattheprojectasproposedwillnothaveaneffectonanyhistoricstructures. <br />48 <br />107
