Health Director’s Report <br />October 2018 <br /> <br />• September 28, 2018 - Meeting with Christian Lawson, UNC Director of Emergency <br />Services; discussion around how to support a UNC Collaborative with Orange County to <br />support mental health work, coordinate local resources and improve efficiencies with <br />patient response activities. <br />• September 24th & October 1st, 2018 – OCHD Leadership completed two days of strategic <br />planning work with Consultant, Deitre Epps, Race for Equity, LLC. The departmental <br />strategic plan will use the Results Based Accountability (RBA) framework to link our <br />population health goals (population accountability) and PH programs/services <br />performance measures (performance accountability). The overall departmental plan will <br />also pull the Board of Health Strategic Plan, Family Success Alliance Strategic Plan, <br />Community Health Assessment/Improvement Plan and Racial Equity Council Strategic <br />Plan into alignment with the overall Health Department Plan. <br />• October 3, 2018 – OCHD Management Team Meeting; I completed Part 2 of the <br />Disciplinary Action Guidance Series; reviewed policy and procedures as outlined in the <br />NC Human Resources Manual; the manual was revised October 1, 2017. <br />• October 4, 2018 – Attended Orange County Department Director’s meeting; County HR <br />will move to a new performance evaluation system beginning January 2019. The new <br />system has 3 main content sections: Core Competencies (33.3%), Position Specific <br />Competencies (33.3%) and Employee Goals (33.4%). There is also a mandatory Mid- <br />Year Review with the new system. <br />• October 5, 2018 – Hurricane Florence Debriefing meeting with Deputy County Manager, <br />Emergency Services, Asset Management, Communications and Department of Social <br />Services; preparation for Board of County Commissioners Hurricane Response report <br />out. <br />• October 9th -10th, 2018 – Completed half of Week 1 of Municipal & County <br />Administration Course at UNC SOG; classes interrupted due to Hurricane Michael. <br />• October 12, 2018 – Annual OCHD Staff Picnic – great food and fellowship; some <br />employees were unable to attend this year due to effects of Hurricane Michael. Looking <br />forward to next year! <br />• October 16, 2018 – Dr. Day and I presented a mobile dental clinic proposal to Board of <br />County Commissioners as an option for fulfilling their commitment to reinstate county <br />dental services in the southern part of the county. This option would replace the original <br />plans to build a dental clinic in the upcoming Southern Human Service Campus <br />renovations. The Commissioners unanimously agreed with the mobile clinic option and <br />communicated their support. <br /> <br />Legislative Updates <br />• NC Association of Local Health Directors (NCALHD) provided comment on proposed <br />federal legislation entitled the “Pandemic and All-Hazards Preparedness Reauthorization
