BOH 2018 <br />Review of Operating Procedures.docx <br /> <br />Purpose <br />To outline operating procedures for the Board of Health in accordance with pertinent state, <br />local and federal requirements for the operation of the Board. <br /> <br />I. Name and Office <br />The name of this organization is the Orange County Board of Health (hereinafter <br />“Board”). The principal office of the Board is located at 300 West Tryon Street, <br />Hillsborough, NC 27278. <br /> <br />II. Charge to the Board <br />The Board is the primary policy-making and adjudicatory body (NCGS 135A-25(a)) <br />for the health department and is charged to protect and promote the public health of <br />Orange County (NCGS 130A-39). <br /> <br />III. Composition <br />A. The composition of the Board of Health is governed by NCGS 130A-35(b)- <br />(d) which states the composition of the board shall reasonably reflect the <br />population and makeup of the county. <br />B. For purposes of Board composition, diversity includes, but is not limited to, <br />professional experience, cultural and educational background, geography, age, <br />gender, race and ethnicity. When assessing Board composition or identifying <br />suitable candidates for appointment/ re-appointment, the Board will consider <br />candidates on merit and statutory requirements with consideration to the benefits <br />of diversity. <br />C. The Orange County Board of Health is committed to ensuring diversity <br />among members and values the benefits that diversity brings. Diversity <br />promotes the inclusion of different perspectives and ideas, mitigates against <br />group think and ensures that the Board has the opportunity to benefit from a <br />variety of skills, backgrounds and experiences. Increasing diversity at the board <br />level is an essential element in supporting the attainment and sustainability of <br />its strategic objectives. Diversity allows the board to make more effective <br />decisions for the department and community residents as well as enhances its <br />reputation among county government and citizens. <br />D. The Board’s commitment to diversity shows internal and external <br />stakeholders that the organization emphasizes diverse constituencies and does <br />not discriminate against minorities, thereby enhancing the Board’s reputation <br />with county government and citizens. <br />A. Diversity will include and make good use of the differences in the skills, <br />knowledge, professional experience, cultural and educational background
