Section 3 – Future Network <br />FUTURE LAND USE MAP <br />The Future Land Use Map (FLUM) (Figure 4) is a key component of the adopted Orange County 2030 <br />Comprehensive Plan. The FLUM provides guidance and direction regarding future land use planning and <br />development efforts undertaken in the county, including the Study Area. The FLUM defines the location <br />of appropriate land use classifications that would achieve a desired pattern of development, and is critical <br />for achieving sustainable growth. <br />Implementation of the stated land use goals and objectives of the Comprehensive Plan is accomplished <br />primarily through the application of zoning districts consistent with the FLUM. The land use classifications <br />depicted by the FLUM provide the locations in the county where certain zoning districts may or may not <br />be appropriate. The classifications designated for the Study Area are: Commercial‐ Industrial Transition; <br />Economic Development Transition Activity Node; and 10‐Year Transition. A variety of zoning districts are <br />appropriate for these classifications with specifics provided through a Land Use and Zoning Matrix that <br />is included in the Comprehensive Plan. If a proposed zoning district is not compatible with the <br />classifications contained in the Matrix, re‐zoning cannot take place unless the FLUM is amended. <br />The land use classifications of the FLUM, together with the existing and projected future zoning districts, <br />informed a build‐out analysis for the Study Area. The analysis provides an estimation of future <br />development. It serves as the basis for estimations of the amount of additional traffic that could be <br />generated if the Study Area was developed to its full potential, as well as serving as a tool for planning <br />for future improvements to the transportation network. <br /> 71
