Bartos, Administrator <br />Governor Pat McCrory Office of Archives and History <br />Secretary Susan Kluttz Deputy Secretary Kevin Cherry <br />June 18, 2015 <br />Bradley Luckey <br />Pilot Environmental, Inc. <br />PO Box 128 <br />Kernersville, NC 27285 <br />Re: Construct Road Network, Iā40 900 Acre Tract, Efland, PEI 1012, Orange County, ER 15ā1240 <br />Dear Mr. Luckey: <br />Thank you for your letter of May 28, 2015, transmitting information for our review concerning the above <br />project. <br />There are no recorded archaeological sites within the proposed project area, although it has never been <br />systematically surveyed for the presence of archaeological resources. The adjacent property that has <br />been surveyed contains several Native American archaeological sites. Certain portions of your proposed <br />project area have a high probability for the presence of such resources. In addition, the Orange County <br />soil survey dated 1977 shows the location of a cemetery within your project area. Although cemeteries <br />are not ordinarily eligible for inclusion in the National Register of Historic Places, they are protected by <br />state statutes. If the cemetery is to be affected by your proposed project, it will need to be preserved or <br />moved in accordance with NCGS Chapter 65. <br />If your project is subject to Section 106 of the National Historic Preservation Act, we recommend that <br />you forward project plans to us so we can delineate those areas that should be subjected to a <br />comprehensive survey by an experienced archaeologist in order to identify and evaluate the significance <br />of archaeological remains that may be damaged or destroyed by the proposed development. Potential <br />effects on unknown resources must be assessed prior to the initiation of construction activities. <br />Two copies of the resulting archaeological survey report, as well as one copy of the appropriate site <br />forms, should be forwarded to us for review and comment as soon as they are available and well in <br />advance of any construction activities. <br />A list of archaeological consultants who have conducted or expressed an interest in contract work in <br />North Carolina is available at www.archaeology.ncdcr.gov/ncarch/resource/consultants.htm. The <br />archaeologists listed, or any other experienced archaeologist, may be contacted to conduct the <br />recommended survey. <br />We have determined that the project as proposed will not have an effect on any historic structures. <br /> 109
