Section 4 – Cost Analysis <br />CONCEPTUAL DESIGN <br />Volkert refined the roadway networks based on the forecast future traffic volumes. Specifically turn lanes <br />were added at key locations with high turning volumes and signals were assumed to be located at areas <br />with high crossing and turning volumes. The conceptual design took all environmental features into <br />consideration and outlined the locations of planned roads, taking into account where the planned roads <br />would cross the water sources. The roads generally avoid all environmental features. The conceptual <br />design also includes frontage roads as access management options. <br />Most of these roads are intended to provide access to the areas of assumed development. Others, such <br />as new roads, are placed to connect existing roads to other existing roads in order to provide more <br />connections within the system. In order to accommodate new traffic from the pods, changes to existing <br />roads were also proposed. <br />CONSTRUCTION COST ESTIMATE <br />Using the conceptual analysis described above, cost estimates were developed for each new road and <br />for roadway improvements to the existing roadways. Table 2 below details the cost for each new roadway <br />based on the recommended typical section.
