Solid Waste Enterprise Fund <br />2, In January 2003, Orange County condemned four parcels of land, totaling 18.34 acres, <br />along Eubanks Road in Chapel Hill Township. The land is being used primarily as the site <br />for the County's new construction & demolition landfill and associated buffers and uses, As <br />required by State law, Orange County at that time filed with the Clerk of Court a payment of <br />$216,000, which, based on a May 2002 appraisal obtained by Orange County, represented <br />fair market value for the property acquired. In late June 2004, County representatives <br />reached agreement with the former property owner on the total price to be paid for the <br />property, $272,500. The attached budget amendment will appropriate $57,947 in fund <br />balance from the Solid Waste Enterprise Fund to cover the additional cast for land and the <br />County's share of property taxes due. (See Attachment 1, column #2) <br />Orange County Animal Shelter Fees <br />3, On June 30, 2004, Orange County assumed the operations of the Animal Shelter from the <br />Animal Protection Society. When the Board of County Commissioners approved the County <br />Fee Schedule for FY 2004-05, the pet adoption fees were not included in the fee schedule, <br />Pet adoption fees include an animal deposit, as well as the cost of the following services: <br />microchip insertion, vaccination, disease testing, and spay/neuter. This budget amendment <br />provides far a technical correction of the County Fee Schedule for FY 2004-05 to include the <br />following pet adoption fees: <br />Service Total Fee <br />Cat Ado tion $ 89.00 <br />Kitten Ado Lion 5 months and under $ 80.00 <br />Do Ado tion $113.00 <br />Pu Ado tion 5 months and under $104.00 <br />Department on Aging <br />4. The Department on Aging has received funds from the Triangle .l Council of Government far <br />Orange County's share of the Duke Energy program to purchase fans far low-income elderly <br />Orange County residents. Duke Energy donates funds annually to this program. This <br />budget amendment provides for the receipt of these finds, (See Attachment 1, column #4) <br />Scattered Site Housing Rehabilitation Program Grant Project <br />5, On May 18, 2004, the Board of County Commissioners approved acceptance of a FY 2004 <br />Community Development Block Grant (CDBG) totaling $400,000 from the N,C, Department <br />of Commerce for a Scattered Site Housing Rehabilitation Program, Funds from this grant <br />will be used to repair approximately 15 substandard houses occupied by low-income families <br />in the Towns of Carrboro and Hillsborough, as well as unincorporated areas of Orange <br />County. Program participants will be selected from the existing Housing Rehabilitation <br />Program waiting list according to date and time of waiting list placement. There were <br />approximately 45 families on the waiting list as of May 2004. In selecting participants, <br />priority will be given to owners that lack indoor plumbing or have plumbing deficiencies, or <br />are elderly or disabled, This budget amendment provides for the receipt of these <br />
