1 <br /> <br />Orange County Animal Services <br />1601 Eubanks Road, Chapel Hill, NC 27516 <br />919-942-PETS (7387) <br /> <br />ANIMAL SERVICES ADVISORY BOARD (ASAB) <br /> <br />6:30 to 8:30 p.m. <br />Wednesday, March 21, 2018 <br /> <br />Meeting Summary <br /> <br />MEMBERS PRESENT: Edmund Tiryakian, Diane Obeid, Heather Payne, Molly Mullin (Vice-Chair), Judy Miller, Warren <br />Porter, Michelle Walker, and Victoria Hudson <br />MEMBERS ABSENT: Maureane Hoffman (Chair), Susan Elmore and Beth Grooms <br />STAFF PRESENT: Bob Marotto (Animal Services Director), Andi Morgan (Asst. Animal Services Director), and Scnobia <br />Stewart (Customer Service Supervisor) <br />GUESTS PRESENT: <br />_____________________________________________________________________________________ <br /> <br />Call to order: 6:37pm <br /> <br />Review and adoption of the Agenda: Edmund Tiryakian made a motion to approve the revised agenda; seconded <br />by Diane Obeid. The motion carried without dissent. <br /> <br />Summary of February 21, 2017 meeting: Michelle Walker made a motion to approve the Summary; seconded by <br />Judy Miller. The motion carried without dissent. <br /> <br />Review of public participation guidelines: No guest present. <br /> <br />General Public Comments on items not on the agenda: Scnobia Stewart was introduced as the new Customer <br />Service Supervisor. She was previously staffed at Orange County Emergency Services, is a native of Cedar Grove, and <br />is a horse enthusiast. <br /> <br />Animal Services Advisory Board Updates: Date has been scheduled to present the 2018-2019 work plan to the <br />County Commissioners at their retreat. Bob Marotto and Molly Mullins will attend. During the last Commissioners <br />meeting, the commissioners re-appointed 3 members and appointed 2 new members (one from Carrboro and one <br />from Hillsborough) to the Hearing Panel Pool. Training is pending. Funding through the outside funding process has <br />begun to discuss the proposal for the one applicant, Our Wild Neighbors. <br /> <br />Old Business: <br />(A) ASAB Communication About Animal Services Property Easements: Bob Marotto updated on other <br />conversations with County administration, pending response from the County Commissioners, and <br />pending conversations with Duke about their concept plan for the easement. Edmund Tiryakian made <br />a motion for the ASAB to send follow up correspondence to the County Commissioners about the <br />response to the previous communication; Warren Porter seconded. The motion carried without <br />dissent. <br /> <br />(B) Abuse/Neglect Charges for Surrendered Animals: Michelle Walker presented a Version B of the draft policy <br />and highlighted the differences in the versions speaking specifically on the (1) length of time; (2) severity of <br />distress to the animal; (3) costs of reasonable intervention; and (4) whether the animal was voluntarily <br />surrendered. Discussion between the versions included the terms and consequences of the voluntarily
