4. The transfer of the Efland Sewer project to the City of Mebane is scheduled to take place
at the end of the 2018 calendar year. Prior to this transfer, there is a need for repairs of
approximately $52,000 to the last section of the gravity sewer as discovered in a recent
cleaning and video program. In addition, $25,000 is needed to cover the increased Town
of Hillsborough treatment rate costs to the end of the calendar year, as well as $8,000 for
the pump replacement of the Richmond Hill Sewer Lift Station, which is nearing end of its
life cycle of seventeen years. This budget amendment provides for the appropriation of
$85,000 from reserves within the Efland Sewer Operating Fund from accumulated and
available Capital Facility Fees. With this appropriation, staff estimates this will deplete
the reserves within this Fund as the transfer of the Efland Sewer to Mebane is scheduled
at the end of the 2018 calendar year. (See Attachment 1, column 3)
2018-19 budget in the General Fund by $2,500, increases the Adoption Enhancement Fund by
$2,164, and increases the Efland Sewer Operations Fund by $85,000.

RECOMMENDATION(S): The Manager recommends the Board approve budget and capital
project ordinance amendments for Fiscal Year 2018-19.
