Blackwood, <br />919.245.2900 <br />Jennifer Galassi, Legal Advisor to the <br />Sheriff, 919.245.2952 <br /> <br /> <br /> <br />PURPOSE: To approve the Motorola Solutions Agreement for Digital Evidence Management. <br /> <br />BACKGROUND: At the request of the Orange County Board of Commissioners (BOCC), <br />Sheriff Charles Blackwood met with various vendors of body-worn cameras (BWC). After <br />vetting and testing the top four BWC models of interest, the Sheriff’s Office determined that <br />services and products offered by Motorola Solutions are best suited for use by Deputies. At the <br />February 6, 2018 BOCC meeting, representatives from Mobile Communications America <br />presented information to the Board on Motorola’s Digital Evidence Management Solutions <br />(DEMS). <br /> <br />North Carolina General Statutes § 143-129 subjects purchases of “apparatus, supplies, <br />materials, or equipment requiring an estimated expenditure of public money in an amount equal <br />to or more than ninety thousand dollars ($90,000)” to competitive bidding requirements unless <br />an exception exists. Among those exceptions are purchases made through a competitive <br />bidding group purchasing program, which is a formally organized program that offers <br />competitively obtained purchasing services at discount prices to two or more public agencies. <br />(See North Carolina General Statutes § 143-129(e)(3)). The Houston-Galveston Area Council <br />awarded a contract to Motorola Solutions, Inc. (Contract ID 17724) by virtue of a public <br />competitive procurement process that is compliant with the North Carolina statutory <br />requirements. Therefore, the present Agreement is exempted from the requirements of Chapter <br />143, Article 8. <br /> <br />As a result of the February 2018 presentation, Deputy County Manager Travis Myren worked <br />with Sheriff Charles Blackwood and Director of Emergency Management Dinah Jeffries to <br />appropriate funds for radio improvements to cover the cost in full for the DEMS purchase. At <br />this time, the necessary purchase orders have been issued and, pending Board approval of the <br />Agreement, Motorola Solutions will begin implementing the Digital Evidence Management <br />1
