2 <br /> <br />2. Public Comments <br /> <br />a. Matters not on the Printed Agenda <br />Corey Williams said he is a Public Information Officer (PIO) for the US Small Business <br />Administration (SBA) Office of Disaster Assistance. He said Orange County was added to the <br />list on October 15, 2018 to be eligible for grant assistance because of Hurricane Florence. He <br />said this allows any resident (business, homeowner, renter, or non-profit) to be eligible for grant <br />assistance and low interest loans. He said the UCF – UNC game was canceled due to the <br />hurricane, and the Town of Chapel Hill lost monies from tourism revenue. He said SBA offers <br />Economic Injury Disaster loans, which provides working capital to business owners to sustain <br />themselves throughout the recovery period. He said they offer low interest disaster loans to <br />homeowners, up to $200,000 to repair/replace disaster damaged real estate, and up to $40,000 <br />to repair/replace disaster damaged personal property. He said the interest rate for home loans <br />is as low as 2%, and 3.675% for the business loans. He said for all of the loans there is a <br />minimum one-year deferment. <br />Carnetta Swann read the following letter: <br />Dear Board of Commissioners, <br />The Perry Hills Community Association (PHCA) would like to thank you for approving the funds <br />for our road improvements and conditions for our subdivision. We would like to give special <br />recognition to Commissioners Renee Price and Earl McKee for their commitment and quick <br />response to address out community issues presented at the Village Circles Forum held at the <br />Efland-Cheeks community center. They personally came to the community to hear and see the <br />conditions. We also would like to thank the Planning Committee including the Commissioners, <br />NC Department of Transportation (DOT) District 7 PE, Planning and Inspection Department, OC <br />Emergency Department, OC Sheriff Department, Community Organizing Consultants, NCDOT <br />Highway Maintenance Engineer, DOT Traffic Engineer, and other departments that worked <br />together to expedite the improvements. The following improvements were completed 6 months <br />ahead of schedule: <br /> <br />Road Improvements: <br />• Paylor Street was resurfaced including drainage of ditches, installing pipes, removed <br />trees and vegetation <br />• Lancaster Road and Shamblay Road were resurfaced <br />• Alpha Drive was partly resurfaced and DOT is revising regulations to complete Alpha <br />and Scarlett Drive <br /> <br />Thanks to all the departments for working together in making it a priority to respond with such <br />care that has given our community a facelift and a greater sense of pride. We look forward to <br />working with you to complete Alpha and Scarlett Drive to make it safer for our school bus routes <br />and emergency vehicles.
