17

b. Dental Health Services in Southern Orange County Proposal
The Board received a proposal highlighting potential options for dedicated dental health
services in southern Orange County.

BACKGROUND:
Prior to June 30, 2011, the Orange County Health Department Dental Clinic operated in two
locations. Services were offered two days per week at Carr Mill Mall in Carrboro and 2 ½ days
per week in Hillsborough. Because the annual rent for the space at Carr Mill Mall was
approximately $62,000 and the space was in great need of renovation, the Orange County
Board of Commissioners voted to close the Carr Mill Mall Clinic when the lease expired on June
30, 2011. The dental clinic located in Hillsborough was renovated to include eight dental chairs,
began operating five days per week, and continues to do so today.

Since the closure of the dental clinic in Carrboro, there has been a desire to bring back a dental
clinic to the southern part of the County by adding a permanent facility at the Southern Human
Services Center (SHSC) location. The upcoming renovation to the SHSC brings the opportunity
to make this possible. The attached presentation highlights expanding dental services via a
mobile dental clinic that would visit schools, community centers, and nursing homes two days
per week, and be located at SHSC 2 ½ days per week to deliver services.

FINANCIAL IMPACT: The chart below compares the financial impact to expenditures and
projected revenue for both the proposed permanent dental clinic at SHSC and the proposed
mobile dental clinic. The permanent clinic would be staffed with all new positions while the
mobile clinic would be staffed with shared positions from the Hillsborough clinic. The potential
decrease in revenue at the Hillsborough clinic would be recovered by revenue received through
the mobile clinic.

Financial Impact Table
Permanent Dental
Clinic Expenditure
Name
Permanent Dental
Clinic Expenditure Cost
Mobile Dental Clinic
Expenditure Name
Mobile Dental Clinic
Cost
Construction* $115,000 Vehicle Purchase*
(Equipment Included)
$456,825
New Staff (Dentist,
Hygienist, Dental
Assistant, Office
Assistant)
$355,443 New Staff (0.5 FTE
Driver/Office Assistant)
$47,412
Equipment (Medical,
Technological, and
Furniture)*
$139,158 Insurance, Maintenance,
and Fuel
$6,912
Supplies (Medical and
Office)
$30,000 Supplies (Medical and
Office)
$15,000
Other (Training,
Advertising, Interpreters,
Telephone, Repairs,
Uniforms)
$19,410 Other (Advertising,
Uniforms, Interpreters)
$3,800
Total Year 1 $659,011 Total Year 1 $529,949
Total Subsequent
Years
$404,853 Total Subsequent
Years
$70,324
Projected Annual
Revenue
$224,297 Projected Annual
Revenue
$103,169
