15 <br /> <br />• Sept. 4, 2018: <br />-This Board received a memo (Attach. 2) re progress on “The 203 Project.” <br />-Carrboro Board of Aldermen held a public hearing and endorsed the recommended <br />schematic design, “The Commons” (Attach. 3). County staff is satisfied this design <br />provides the library the space, operational efficiency and visibility it requires. <br />Sept. 20, 2018: Carrboro held an information session in re “The Commons” for town <br />advisory boards and the public, and received comments regarding design, site <br />development, parking and teen center. <br />Oct. 25, 2018: The Board of Orange County Commissioners and the Carrboro Board of <br />Aldermen will review the “The Commons.” <br />Parking: The design incorporates the necessary 50 on-site public parking spaces for the <br />library as required by the Carrboro Development Ordinance as well as by the <br />development agreement (Article 3, Sect. M). <br /> <br />Development Agreement Highlights <br />Schematic Design & Associated Timeframe: The County and Carrboro are now within the <br />45-day period of evaluating the design and its estimated costs (Article 4, Sect. A). The <br />contemplated endpoint for this timeframe is November 9th, 2019 <br /> <br /> Lucinda Munger, Library Director, continued the presentation: <br /> <br />Location: The Library will occupy a full, contiguous floor on the 2nd level of the facility. <br />• The library will dominate the space while also drawing attention to other elements of the <br />building. <br />• The library will be accessible to all customers by the grand entrance staircase and 2 <br />elevators. <br />• The design allows for the library to be on 1 floor for optimum operational efficiency. <br />• (An option for a 1st floor presence would have diminished collaboration with and visibility <br />for other parties and was more expensive.) <br /> <br /> <br />Conceptual Design Highlights <br /> <br />Lucinda Munger and Jeff Thompson reviewed the next several slides, which were <br />matrixes and conceptual designs of the facility. <br /> <br /> <br /> <br /> <br />Evaluation matrix/pictures next 8 slides - page 5-8 <br /> <br />Lucinda Munger said the library will be distinguished from the other parts of the building <br />by external signage and use of different materials. <br />Lucinda Munger described the interior of the building, noting spaces for the Town of <br />Carrboro, the Arts Center, and the County; as well as the ways that all entities will make use of <br />these spaces. She said the lobby will serve as a gathering space; the staircase will lead up to <br />the library and will be visible from the lower floor. She said there is also a teen center. <br />Jeff Thompson said there are 130 library parking spaces.
