1 <br /> <br />APPROVED 11/1/2018 <br />MINUTES <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />October 16, 2018 <br />7:00 p.m. <br /> <br />The Orange County Board of Commissioners met in regular session on Tuesday, October 16, <br />2018 at 7:00 p.m. at the Whitted Building, in Hillsborough, N.C. <br /> <br />COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Mia Burroughs, <br />Barry Jacobs, Earl McKee, Mark Marcoplos, Renee Price and Penny Rich <br />COUNTY COMMISSIONERS ABSENT: None <br />COUNTY ATTORNEYS PRESENT: John Roberts <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br />Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br />appropriately below) <br /> <br /> Chair Dorosin called the meeting to order at 7:00 p.m. <br /> <br />1. Additions or Changes to the Agenda <br />The following items were noted at the Commissioners’ places: <br />- PowerPoint for item 7-a: 203 Project” Update – Orange County Southern Branch Library <br />- PowerPoint for item 7-b: Dental Health Services in Southern Orange County Proposal- in <br />abstract <br />- PowerPoint for item 7-c: Hurricane Florence Operations Review and Debriefing <br /> <br />Chair Dorosin asked if the Board would move Item 4-c to be proposed item 8-l on <br />Consent Agenda. <br />The Board agreed by consensus. <br />Chair Dorosin said that Commissioner McKee will be late tonight. <br /> <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br /> <br />ARTS MOMENT- Change in speaker <br />Arts Commission Board Member Marlon Torres introduced Chris Kubica, who spoke <br />instead of the originally scheduled Ms. Anthony, who is now unwell: <br /> <br />Arts Moment <br />Chris Kubica, a Carrboro resident since 2006, runs a boutique custom software <br />consultancy by day, and pursues his artistic passions at all other times. He edited the epistolary <br />collection, LETTERS TO J. D. SALINGER for the University of Wisconsin Press and <br />subsequently was an Associate Producer for Shane Salerno’s feature-length documentary, <br />SALINGER, which premiered at MOMA in 2013. Locally, Chris is the Vice Chair of the Orange <br />County Arts Commission Advisory Board. Five years ago, Chris founded an all-high-school <br />fiction and poetry writing contest in cooperation with the Chapel Hill / Carrboro City School <br />District. This year, under the official banner of the Orange County Arts Commission, this writing <br />contest will be expanded Orange countywide. <br />Chris Kubica read one of his poems. <br />
