21 <br /> 1 Dr. Day said that is why he thinks the mobile van is the better choice, as it would go in a <br /> 2 completely different direction. He said children cannot make it to the dental clinic, but many of <br /> 3 them need to be seen. He said Piedmont has a different model, and thus there would be little <br /> 4 competition. <br /> 5 Commissioner McKee referred to the comment that the mobile unit visiting the schools <br /> 6 would take the "parents out of the equation", and he asked if more clarification could be given <br /> 7 regarding this comment. <br /> 8 Dr. Day said in Durham a packet of information was given to the schools to distribute to <br /> 9 the parents, and the parents could decide if they wanted their child to be seen. He said if a <br /> 10 parent agrees, the staff would see the child, send a treatment plan home with the child, and the <br /> 11 parent can then agree/disagree to the plan. He said this process allows for a parent to not miss <br /> 12 work in order to take a child to the dentist, but keeps the parent involved in the treatment plan. <br /> 13 Commissioner Jacobs said this is an interesting adaption and a good idea. He said the <br /> 14 BOCC has previously debated the merits of two dental services sites versus one, and the <br /> 15 decision was made to have it in Hillsborough because the BOCC made a specific commitment <br /> 16 to bring back dental services to the southern part of the County at some point. He said it would <br /> 17 be nice to have this information shared at the joint meeting with Carrboro next week, to show <br /> 18 that the BOCC has stuck to its commitment to bring services back. <br /> 19 Commissioner Jacobs said he understands why there is a lot of discussion about <br /> 20 schools, but the elderly are in equal need of services. He said it would be wise for the Health <br /> 21 Department to talk the Department on Aging to hopefully offer a better balance of services <br /> 22 Commissioner Rich said she was on the Chapel Hill Town Council during the <br /> 23 discussions about closing the clinic years ago, and she did make comments about the closing. <br /> 24 She said it is a good idea to make sure the towns know that it was a commitment from a prior <br /> 25 Board of County Commissioners to bring dental services back to the southern part of the <br /> 26 County. She said she also agreed with providing services for assisted livings and group <br /> 27 homes. <br /> 28 Commissioner Burroughs said this is exciting, and she appreciated this item being <br /> 29 brought forward. She thinks it is a nimble solution that will serve many, as well as meet past <br /> 30 commitments made by the BOCC. <br /> 31 Commissioner Price appreciated this as well, and would encourage them to work with <br /> 32 the schools, in case the mobile unit needs to stay longer than 2:30 p.m. <br /> 33 Chair Dorosin said this is a great idea. He said there seems to be general Board <br /> 34 consensus to move forward, and asked if doing so would make more space available to the <br /> 35 Department of Social Services (DSS) in the SHSC. <br /> 36 Bonnie Hammersley said DSS has indicated it would like more space, and staff would <br /> 37 have to reevaluate the available space for all the departments. <br /> 38 <br /> 39 c. Hurricane Florence Operations Review and Debriefing <br /> 40 The Board received a presentation and discussed the County's preparedness, <br /> 41 response, recovery, and mitigation strategies during and following Hurricane Florence. <br /> 42 <br /> 43 BACKGROUND: <br /> 44 The response to Hurricane Florence involved a multijurisdictional and interdepartmental effort to <br /> 45 ensure the safety of residents in Orange County. Although Orange County avoided widespread, <br /> 46 devastating impacts, the storm had significant localized impacts and tested the County's <br /> 47 emergency response and recovery operations. Attachment 1 details the timeline of the storm <br /> 48 and the County's response to it. <br /> 49 <br /> 50 Preparedness <br />
