15 <br /> 1 • In October 2017, the Board of Orange County Commissioners approved the <br /> 2 development agreement between the Town of Carrboro and Orange County at 203 S. <br /> 3 Greensboro St. in Carrboro. <br /> 4 • The building will house the Orange County Southern Branch Library, Town of Carrboro <br /> 5 Recreation and Parks Dept., The ArtsCenter, and WCOM-FM <br /> 6 • The Board has received information item updates as the development agreement <br /> 7 process has progressed. <br /> 8 <br /> 9 Timeline of Key Developments <br /> 10 • March 2018: Carrboro engaged Perkins + Will as the project architect and titled the <br /> 11 project "The 203 Project." <br /> 12 • May-Aug. 2018: Carrboro held 4 public input sessions. Perkins + Will received over 300 <br /> 13 responses either in person or online. <br /> 14 • June-Sept. 2018: Joint meetings with Carrboro, Orange County, The ArtsCenter and <br /> 15 WCOM-FM to process input sessions, plan for shared spaces, examine cost-benefit <br /> 16 relationships, and to review site and space planning options. <br /> 17 • Sept. 4, 2018: <br /> 18 -This Board received a memo (Attach. 2) re progress on "The 203 Project." <br /> 19 -Carrboro Board of Aldermen held a public hearing and endorsed the recommended <br /> 20 schematic design, "The Commons"(Attach. 3). County staff is satisfied this design <br /> 21 provides the library the space, operational efficiency and visibility it requires. <br /> 22 Sept. 20, 2018: Carrboro held an information session in re "The Commons"for town <br /> 23 advisory boards and the public, and received comments regarding design, site <br /> 24 development, parking and teen center. <br /> 25 Oct. 25, 2018: The Board of Orange County Commissioners and the Carrboro Board of <br /> 26 Aldermen will review the "The Commons." <br /> 27 Parking: The design incorporates the necessary 50 on-site public parking spaces for <br /> 28 the library as required by the Carrboro Development Ordinance as well as by the <br /> 29 development agreement (Article 3, Sect. M). <br /> 30 <br /> 31 Development Agreement Highlights <br /> 32 Schematic Design &Associated Timeframe: The County and Carrboro are now within the <br /> 33 45-day period of evaluating the design and its estimated costs (Article 4, Sect. A). The <br /> 34 contemplated endpoint for this timeframe is November 9L, 2019 <br /> 35 <br /> 36 Lucinda Munger, Library Director, continued the presentation: <br /> 37 <br /> 38 Location: The Library will occupy a full, contiguous floor on the 2nd level of the facility. <br /> 39 • The library will dominate the space while also drawing attention to other elements of the <br /> 40 building. <br /> 41 • The library will be accessible to all customers by the grand entrance staircase and 2 <br /> 42 elevators. <br /> 43 • The design allows for the library to be on 1 floor for optimum operational efficiency. <br /> 44 • (An option for a 1 s'floor presence would have diminished collaboration with and visibility <br /> 45 for other parties and was more expensive.) <br /> 46 <br /> 47 <br /> 48 Conceptual Design Highlights <br /> 49 <br />
