13 <br /> 1 forward as contemplated in the Development Agreement between Orange County and the <br /> 2 Town of Carrboro. County staff is satisfied that "The Commons" schematic design provides the <br /> 3 library the necessary space, operational efficiency and visibility. An overview of"The Commons" <br /> 4 design highlights is provided within Attachment 3. <br /> 5 <br /> 6 On September 20, 2018 a public session was held at the Carrboro Town Hall for review of the <br /> 7 recommended schematic design, "The Commons."Town advisory boards and the public were <br /> 8 asked to make further comments regarding Design, Site Development, Parking and Teen <br /> 9 Center. <br /> 10 <br /> 11 At a planned joint work session on October 25, 2018, the Board of Orange County <br /> 12 Commissioners and the Carrboro Board of Aldermen will review the preliminary schematic <br /> 13 design, "The Commons", as well as preliminary probable costs developed by the Bree Group of <br /> 14 Durham, NC, a Perkins + Will cost estimating sub-consultant, and the recently engaged <br /> 15 Construction Manager at Risk firm, Barnhill Construction of Durham, NC. <br /> 16 <br /> 17 Development Agreement Highlights <br /> 18 The following are notable Development Agreement point updates for the Board: <br /> 19 <br /> 20 A. Library Location with the "203 Project": "The Commons" schematic design contemplates the <br /> 21 Library to occupy a full, contiguous floor on the second level of the facility. With regard to <br /> 22 the facility design (Article Three, Section C of the Development Agreement): <br /> 23 "The Town, as Owner of the Property, will be primarily responsible for procuring <br /> 24 all necessary development approvals for the Project to permit the Orange County <br /> 25 Southern Branch Library on the Building's lower floors, the proposed uses on the <br /> 26 upper floors as described herein and the required associated parking." <br /> 27 The design honors the Orange County Southern Branch Library Development Agreement in the <br /> 28 following manner: <br /> 29 <br /> 30 The placement of the library at the center of the second story will allow it to <br /> 31 dominate the space while also drawing your attention to the other elements of the <br /> 32 building. The design of the interior will allow the customers to see into the library <br /> 33 and for the library customers to see what is also going on in the floor below. The <br /> 34 library will be accessible to all customers by the grand entrance staircase and two <br /> 35 (2) elevators. <br /> 36 • The design of"The Commons" still allows for the library to be on 1 floor for <br /> 37 optimum operational efficiency <br /> 38 While another scheme allowed for the library to be on the first floor, it was not <br /> 39 recommended because it did not meet the design/use needs of all partners, did not <br /> 40 allow for collaborative opportunities, diminished visibility for the other parties, and <br /> 41 was the most expensive of all the schemes. (See metrics table) <br /> 42 <br /> 43 B. Parking: The Schematic Design incorporates the necessary 50 on-site public parking <br /> 44 spaces for the library as required by the Carrboro Development Ordinance as well as by the <br /> 45 Development Agreement (Article Three, Section M of the Development Agreement): <br /> 46 "The parties agree that in the event on-site parking spaces will be owned and <br /> 47 paid for by the County shall be available for use by Library patrons during normal <br /> 48 Library operating hours. This number of spaces will be determined during the <br /> 49 permitting and design of the project. These spaces will be made available to the <br /> 50 Town while the Library is closed." <br />
