10 <br /> 1 WHEREAS, on June 1, 1959, pursuant to one such request, the Orange County Board of <br /> 2 Commissioners voted to support a resolution designating that section of U.S. Route 15 situated <br /> 3 in Orange County as the "Jefferson Davis National Highway"; and <br /> 4 <br /> 5 WHEREAS, the federal government never designated or adopted a Jefferson Davis Highway, <br /> 6 Jefferson Davis Memorial Highway, or Jefferson Davis National Highway; and <br /> 7 <br /> 8 WHEREAS, because there is no official "Jefferson Davis National Highway" the 1959 resolution <br /> 9 has no legal or practical effect and serves only to recognize Jefferson Davis; and <br /> 10 <br /> 11 WHEREAS, Jefferson Davis, though a United States Senator, was also the President of the <br /> 12 Confederacy, a slave owner, and defender of the institution of slavery, and later a defender of <br /> 13 white supremacy; and <br /> 14 <br /> 15 WHEREAS, the institution of slavery and its legacy of white supremacy must not be glorified by <br /> 16 the recognition of the individuals who defend them; and <br /> 17 <br /> 18 WHEREAS, the Board of Commissioners is committed to dismantling the legacy of racism and <br /> 19 inequality that continues to stain our community; <br /> 20 <br /> 21 NOW THEREFORE BE IT RESOLVED that the Board hereby REPEALS the June 1, 1959 <br /> 22 resolution designating the section of U.S. Route 15 in Orange County as the Jefferson Davis <br /> 23 National Highway and will petition that NCDOT remove the plaque and pedestal. <br /> 24 <br /> 25 This the 16th day of October, 2018. <br /> 26 <br /> 27 A motion was made by Commissioner Price, seconded by Commissioner Rich for the <br /> 28 Board to adopt the attached resolution repealing the 1959 designation. <br /> 29 <br /> 30 VOTE: UNANIMOUS <br /> 31 <br /> 32 5. Public Hearings <br /> 33 <br /> 34 a. Unified Development Ordinance Text Amendments — Update of Effective Date of <br /> 35 Flood Information Rate Maps (FIRM) <br /> 36 The Board considered holding a public hearing on a Planning Director initiated Unified <br /> 37 Development Ordinance (UDO) text amendment updating the effective date for the County's <br /> 38 Flood Insurance Rate Maps (FIRMs). <br /> 39 Michael Harvey, Planner III, presented this item: <br /> 40 <br /> 41 BACKGROUND: <br /> 42 Orange County has been a member of the National Flood Insurance Program (NFIP) since <br /> 43 approximately 1976. The NFIP offers flood insurance to homeowners, renters, and business <br /> 44 owners if their community participates in the program through the adoption and enforcement of <br /> 45 regulations designed to mitigate/reduce flood risk. This includes adoption of flood maps <br /> 46 denoting areas where flooding is a possibility, specifically FIRM developed and maintained by <br /> 47 Federal Emergency Management Association (FEMA). <br /> 48 <br /> 49 Staff was informed by State emergency management officials in May 2018 that there is going to <br /> 50 be a FIRM update, specifically a modification of floodplain data on several FIRMs impacting <br />
