8 <br /> 1 <br /> 2 WHEREAS, plastics do not biodegrade in the environment, but instead break down into smaller <br /> 3 micro-plastics; and <br /> 4 <br /> 5 WHEREAS, single-use plastic pollution presents a danger to public health by increasing the <br /> 6 pathogens and chemicals in animal tissue, waterways and lowering water quality, requiring <br /> 7 significant resources to address; and <br /> 8 <br /> 9 WHEREAS, Orange County and the Towns therein wish to recognize National Skip the Straw <br /> 10 Month to encourage residents to give up single use plastic straws; and <br /> 11 <br /> 12 WHEREAS, Orange County and the Towns therein wish to promote the reduction in the use of <br /> 13 ALL single-use plastics by residents and businesses by encouraging reuse and durable <br /> 14 alternatives, refusing single-use plastics when offered, and offering compostable or reusable <br /> 15 alternatives; and <br /> 16 <br /> 17 WHEREAS, Orange County and the Towns therein are known for and committed to social and <br /> 18 technical innovation, environmental and waste reduction leadership; <br /> 19 <br /> 20 NOW, THEREFORE, we, the Orange County Board of County Commissioners, do hereby <br /> 21 declare October 2018 as "Reduce Single Use Plastics Month" and declare March 2019 as "Skip <br /> 22 the Straw Month." <br /> 23 <br /> 24 This the 16th Day of October 2018. <br /> 25 <br /> 26 A motion was made by Commissioner Rich, seconded by Commissioner Burroughs for <br /> 27 the Board to approve and authorize the Chair to sign the proclamation. <br /> 28 <br /> 29 VOTE: UNANIMOUS <br /> 30 <br /> 31 e. Resolution Repealing the 1959 Designation of US Highway 15 as the Jefferson <br /> 32 Davis National Highwav <br /> 33 The Board considered voting to adopt a resolution to repeal the 1959 Board of <br /> 34 Commissioners designation of US Highway 15 as the Jefferson Davis National Highway and <br /> 35 authorizing the Chair to sign. <br /> 36 John Roberts reviewed the background, and added that this went back to the 1920s. <br /> 37 He said the Daughters of the Confederacy wanted to have a transcontinental highway named <br /> 38 after Jefferson Davis, and this was supported by a NC Senator in 1959 who made a request to <br /> 39 the BOCC to recognize highway 15 in Orange County be recognized as this. He said the <br /> 40 national request was never seen to fruition, but the local resolution still exists. <br /> 41 <br /> 42 BACKGROUND: <br /> 43 Orange County residents have expressed concerns regarding a 1959 Board action designating <br /> 44 the section of US Highway 15 from the Durham line to the Chatham line as part of the Jefferson <br /> 45 Davis National Highway. Staff research indicates that neither the United States Department of <br /> 46 Transportation nor the North Carolina Department of Transportation recognizes a Jefferson <br /> 47 Davis National Highway. <br /> 48 <br /> 49 The 1959 resolution had no legal or practical effect other than to recognize Jefferson Davis, the <br /> 50 only president of the Confederate States of America. Local governing boards are free to pass <br />
