30 <br /> 1 new agreement is different from the Jordan Lake partnership; why are Chapel Hill and Carrboro <br /> 2 not participants. <br /> 3 Howard Fleming, Engineering Storm Water Supervisor, said he has been attending the <br /> 4 Jordan Lake Partnership (JLP) meetings for months, and he was in on the formation of this <br /> 5 particular agreement. He said the JLP was formed to develop the Triad Regional Water Supply <br /> 6 Plan to divide up the water for Jordan Lake, and this has been accomplished. He said this was <br /> 7 so successful that the desire of the group was to continue on but with a different mission, and <br /> 8 he said this is the outcome of that. He said the main focus was on water infrastructure, so the <br /> 9 thought was to reconfigure under a different name. He said Orange County is the last <br /> 10 government to sign onto this, and this name has really taken effect already. <br /> 11 Howard Fleming said the large projects on page 32 are envisioned to be the main thrust <br /> 12 of the group. <br /> 13 Commissioner Marcoplos said this does not sound like anything new; there has always <br /> 14 been a collaborative approach. <br /> 15 Howard Fleming said yes, since the droughts in 2007/8. He said modeling how that <br /> 16 works, and coming up with a trading and communication framework which has not been well <br /> 17 prepared and is still being refined. He said Orange County is not a water purveyor, per se, but <br /> 18 he thinks the BOCC will want to support such efforts between all the different purveyors and <br /> 19 governments in the area to provide reliability and sustainability to the system. <br /> 20 Commissioner Marcoplos recognized that OWASA has agreed to it. <br /> 21 Commissioner Marcoplos said he had a strong desire to raise the issue of autonomy, <br /> 22 and to be alert for such phrases as, "water resources are a regional asset." <br /> 23 Commissioner Jacobs said if Commissioner Marcoplos needs more time to examine this <br /> 24 agreement, he would suggest deferring this item for one meeting. <br /> 25 Commissioner Marcoplos asked if there are differences between the two partnerships. <br /> 26 Howard Fleming said the JLP will cease to exist, and it is a new name with a different <br /> 27 focus. He said the focus of the JLP was the water supply percentages, which continues to be a <br /> 28 piece of the new partnership, as it has to be reviewed every 5 years. <br /> 29 Commissioner Marcoplos said he will agree to move forward on this. <br /> 30 Commissioner Price asked if Johnston and Harnett are new entities to the partnership. <br /> 31 Howard Fleming said yes. <br /> 32 Commissioner Rich asked if Johnston and Harnett counties would get a percent of <br /> 33 Jordan Lake. <br /> 34 Howard Fleming said he is not sure that these two counties have an allocation. <br /> 35 Commissioner Rich clarified that when the allocations are reviewed, that these two <br /> 36 counties will not be part of the process. <br /> 37 Howard Fleming said he cannot answer that question. <br /> 38 John Roberts said several entities are members to this partnership because they <br /> 39 provide water, or have water operations, within the triangle region. He said this is a regional <br /> 40 agreement. He said he does not believe that Harnett and Johnston counties draw from Jordan <br /> 41 Lake. <br /> 42 Commissioner Rich said it just change the scope of the original Jordan Lake agreement. <br /> 43 Commissioner Marcoplos asked if there is any mechanism for the members of this <br /> 44 organization to set higher standards for water conservation across all the membership. <br /> 45 Bonnie Hammersley suggested deferring this item to the next meeting. <br /> 46 <br /> 47 h. Unified Animal Control Ordinance Amendments <br /> 48 The Board considered approval of amendments to the Unified Animal Control Ordinance <br /> 49 and adoption of the Resolution of Amendment Amending Chapter 4 of the Orange County Code <br />
