• Orange County Partnership to End Homelessness, serves as the Leadership Team for <br /> the local Continuum of Care and is comprised of providers and other community <br /> partners involved in the provision of services and work to end homelessness in <br /> Orange County. <br /> HOUSING PROGRAMS AND INITIATIVES <br /> The following programs and initiatives are those that are directly sponsored by Orange <br /> County and administered by the Department of Housing and Community Development (H&CD: <br /> ✓ Urgent Repair Program (Funded by Orange County and a Grant from the NC Housing <br /> Finance Agency (NCHFA.) Accomplishments To Date: Local Urgent Repair - 10 Units <br /> Completed/NCHFA Grant—4 Units Completed; 1 Unit at 50% Complete and 4 Units In The <br /> Pipeline. <br /> ✓ Essential and Comprehensive Single-Family Housing Rehabilitation Programs (Funded by <br /> Orange County and a Grant from the NC Housing Finance Agency (NCHFA.) <br /> Accomplishments To Date: NCHFA Grant - 1 Unit Under Construction; 2 Units Pending <br /> Construction and 4 Applicants In The Pipeline. 2 Units Completed Under NCHFA Single- <br /> Family Grant Program. Used County funds to leverage these grants for a more <br /> comprehensive rehabilitation of various units; 3 Additional Applicants In The Pipeline for <br /> Comprehensive Housing Rehabilitation work funded with County funds. <br /> ✓ HOME Investment Partnerships Program (This federal program provides formula grants to <br /> states and localities that communities use - often in partnership with local nonprofit groups <br /> - to fund a wide range of activities including building, buying, and/or rehabilitating <br /> affordable housing for rent or homeownership or providing direct rental assistance to low- <br /> income people.) Accomplishments To Date: 4 Projects Funded in FY 2017 and activities <br /> included homebuyer assistance, housing rehabilitation and acquisition for rental <br /> purposes. In FY2018, 4 projects funded and included homebuyer assistance, acquisition <br /> for rental purposes and rapid re-housing and general tenant-based rental assistance <br /> activities. <br /> Orange County serves as the lead entity for the Consortium, known as the Orange County <br /> Local Government Affordable Housing Collaborative. The Towns of Carrboro, Chapel Hill and <br /> Hillsborough are members of the Consortium. <br /> ✓ Risk Mitigation and Housing Displacement Fund (This is a demonstration program that was <br /> announced in April 2018.) Accomplishments To Date: 5 Households Assisted and 3 <br /> Landlord Applications Pending Processing. <br /> ✓ Surplus Properties and Disposition Program (Lots and Existing Structures Available for <br /> Affordable Housing Purposes) (Presently, the County has nine (9) lots available for <br /> 2 <br />
