ORANGE COUNTY <br /> NORTH CAROLINA <br /> Department of Housing and Community Development <br /> The Department of Housing and Community Development (H&CD) is charged with the <br /> administration of all affordable housing activities in the County but works collaboratively with <br /> other County Departments that have work areas that intersect with affordable housing <br /> activities, i.e., the Departments of Aging, Economic Development, Health and Planning. In <br /> addition, Orange County has a 15-member Affordable Housing Advisory Board, as well as the <br /> Orange County Housing Authority Board that meets monthly and for which H&CD provides <br /> administrative support. <br /> H&CD staff also works collaboratively with other jurisdictions in the County, including <br /> the Towns of Carrboro, Chapel Hill and Hillsborough. Applicable lead affordable housing <br /> personnel from these jurisdictions meet monthly. In addition, Orange County and the H&CD <br /> Department serves as the lead entity for the HOME Consortium and its HOME Review <br /> Committee, which is comprised of elected officials from each jurisdiction. <br /> The purpose of the HOME Review Committee is to review and make recommendations <br /> on the awarding of HOME funds to eligible nonprofits. In late 2017, the role of the Committee <br /> was expanded to include broader discussions about affordable housing issues. The entity is <br /> now known as the Local Government Affordable Housing Collaborative (the Collaborative) and a <br /> representative from OWASA has been added to the membership. The Collaborative meets <br /> quarterly and is in the process of thoroughly defining its work plan based on the official charge <br /> from the jurisdictions. <br /> The Department of Housing and Community Development (H&CD) also participates in <br /> several other collaborative efforts, including the following: <br /> • Orange County Housing Preservation Coalition, which is led by the Orange County <br /> Department of Aging and includes entities involved in the rehabilitation of single- <br /> family homes in the County. <br /> • Northside Neighborhood Initiative, which is led by the Jackson Center and Self-Help <br /> and involves a comprehensive array of strategies to enhance the Northside and Pine <br /> Knolls neighborhoods. <br /> • Affordable Housing Coalition, a group of nonprofits and other community partners <br /> involved in the provision and expansion of affordable housing opportunities within <br /> Orange County. <br /> Mailing Address Main Office Satellite Office <br /> P.O.Box 8181 300 W.Tryon Street 2501 Homestead Road <br /> Hillsborough,NC 27278 Hillsborough,NC 27278 Chapel Hill,NC 27516 <br /> Telephone(919)245-2490 • Fax(919)644-3056 •TDD(919)644-3045 <br />
