enlist and promote a less intensive vehicle use program, The benefits are both ~~ <br />tangible (i,e. lowering associated offsite and offsite capital costs for parking and <br />road improvements respectively) and intangible (i.e. air quality and safety). <br />The prescriptive parking standards of the Town of Carrboro (i,e. justify the <br />amount of parking needed) should also take into consideration that major events <br />could be accommodated from offsite locations using shuttle services, An <br />example would be using Culbreth Middle School as aPark-and-Ride shuttle <br />opportunity. <br />Reduced parking numbers, as well as reduced parking space and aisle size, <br />could also reduce capital casts and impervious area deleterious effects. <br />Reduced parking size alone could save 35% in cost and area coverage. The <br />number of parking spaces noted in Addendum B, Item 1 could be modified to <br />reflect the memo noted originally on page 36-38 of the April 13 BOCG agenda <br />item 10b, ar as enclosed herein. The reduction of 95 parking spaces plus a <br />reduction in parking space size could effectuate an approximate 35% reduction in <br />parking area. <br />Items 7a, 7f Park and Ride Shuttle/Climate-Controlled Park-and-Ride Bus <br />Shelter <br />The Town of Carrboro and Orange County staffs agree that the feasibility and <br />success of the above concept of providing the opportunity for parents, students <br />and teachers to shuttle in to the school is dependent on a research study and <br />education of the idea, This research should be part of the TIA with a concurrent <br />or subsequent program development by the Chapel Hill-Carrboro School District. <br />The cost of a shelter could range from $60,000-75,000, The cost of a shuttle <br />could range from $45,000-50,000 with the cost of a bus being in the $70,000 <br />range, These cost estimates do not include operation. <br />Pursuit of this Park-and-Ride program could be integral to reduce parent, student <br />and teacher vehicle miles traveled in the general area around the schools. Using <br />existing Park~and-Ride Tots that are appropriately placed to capture this traffic is <br />important to begin the change in driving habits that are increasing traffic, <br />affecting neighborhoods and reducing student safety. Parents that are presently <br />using Park-and-Ride and public transit to assist in urban travel are good <br />candidates to help their children begin understanding alternate modes of <br />transportation. <br />Item 7d Sidewalk Collaboration <br />The purpose of this item is to provide a larger and safer walking zone by <br />constructing missing segments of sidewalks. A meeting was held with Chapel <br />Hill and Carrboro and the Orange County staffs to field identify sidewalk <br />connectivity challenges along Culbreth Road and along Smith Level, Chapel Hill <br />has completed sidewalk improvements east of Culbreth Middle School of a <br />nature similar to the missing segment of sidewalk with adjacent steep slopes in <br />Carrboro's jurisdiction. Both of those jurisdictions are working on a cost estimate <br />
