Benedict, AICP, Planning Director <br />DATE: June 18, 2004 <br />SUBJECT: Smart Growth Initiatives/Chapel Hill-Carrboro High School #3, <br />Addendum B <br />CC: Geoffrey Gledhill, County Attorney <br />Orange County staff has reviewed the preliminary response from the Town of Carrboro <br />administrative and planning staff. The four specific areas of focus included the following <br />Addendum B items: <br />1 Parking space totals <br />7a Park-and-Ride Shuttle <br />7d Sidewalk Collaboration <br />7f Park-and-Ride Bus Shelter <br />Staff analysis of their response is as follows: <br />1 Parking Space Totals <br />The primary smart growth focus on school siting and construction is investigating <br />and evaluating associated transportation and land use options. The various <br />modes of transportation (i.e. vehicle, school bus, public bus, bicycle and <br />pedestrian) are interrelated. The purpose of smart growth review is to reduce <br />vehicle miles traveled by alternate modes thereby reducing traffic, reducing the <br />need for road widening and other major capital improvements, air pollution, <br />improving student and public traffic safety, and reducing operating costs <br />associated with inefficient land use patterns or non-supporting infrastructure. <br />Therefore, the Traffic Impact Analysis (TIA) should provide more than a typical <br />engineering analysis of school traffic generation since the school is intended to <br />
