D (sub-attachment) <br />73 <br />Addendum "B" <br />This addendum defines the smart growth principles that the Boazd of Education must <br />adhere to if smart growth money is to be allocated.. Of the 15 recommendations made, <br />Support Services is recommending acceptance of 12, further study of 2 and an adjustment <br />to 1, In each section an analysis is provided and reference made to Board Policy 9040 if <br />applicable. <br />1. Transportation Standards. <br />a. The building location near to a bike lane or bus line and the calculation for <br />bike racks exist currently in Policy 9040. <br />Support Services recommends acceptance of this provision. <br />b. The reduction in student parking is greater than the 25% suggested by the <br />$oazd eazlier. The recommended 35% reduction would mean a reduction <br />in Phase 1 of student pazking from 200 to 174. Phase 2 student parking <br />would be reduced from 100 to 86 making the total reduction in student <br />parking from 300 to 260, That 260 total represents 22% of the student <br />population, This is identical to the combined percentage of student parking <br />at the existing high schools. <br />Support Services recommends acceptance of this provision. <br />The County Commissioners' recommendation for teacher/staff/visitor <br />parking for both phases of the project is 80. That compares to 208 spaces <br />at CHHS and 180 at ECHHS, Cedaz Ridge has 152 teacher pazking spaces <br />presently, Teacher/staff/visitor parking at this level would not be adequate <br />to meet the needs of parents and staff, A staffing analysis of the new high <br />school with a membership of 800 projects a staff membership of 98 and, <br />when expanded [0 1,200 students, a staffinernbership of 128. The <br />proposed 80 parking spaces for both phases of the project, including <br />visitors would not meet the needs of staff, parents, or other visitors. The <br />impact would be felt in several azeas. Staff and visitors who can't find a <br />parking space will tend to park illegally, for example in fire lanes or along <br />undesignated roads, creating safety hazards and/or turning school <br />administrators into parking lot monitors. Frustration with parking will <br />have an impact on teacher retention and recruitment. The prospect of <br />recruiting a teacher and having to inform them that they cannot pazk at <br />their workplace is problematic, They do have other choices with a <br />shortage of teachers, Pazent involvement is critical in the educational <br />process and a lack of adequate visitor parking will discourage parents <br />from visiting schools.. As the District struggles to get more parents into <br />schools, this large of a reduction would be detrimental to the effort. Large <br />events such as plays, games and community celebrations use staff and <br />
