21 f. Amendment to Emergency Debris Removal and Processing Services Agreement The Board approved an amendment extending an agreement between Orange County and Ceres Environmental Services, Inc. through October 1, 2019 for the purpose of providing a resource for Emergency Storm Debris Removal and Processing Services and authorized the Manager to sign. g. Health Services Agreement Amendments for the Orange County Detention Center The Board ratified a 2011 Amendment and to approve Amendment #2 to the Health Services Agreement for the Orange County Detention Center and authorize the Chair to sign. h. Creation of a Permanent 1.0 FTE Information Technology Analyst Position in the Orange County Sheriff’s Office The Board created a permanent 1.0 FTE (full-time equivalent) Information Technology Analyst position in the Orange County Sheriff’s Office. i. Library Daily Deposit Waiver The Board approved an exemption for Library daily deposits of cash up to $500, as required by North Carolina General Statute 159-32. 9. County Manager’s Report Bonnie Hammersley said at there is a letter at the Commissioners’ places from the Town of Hillsborough, in reference to the Economic Development District (EDD,) and she said the Town staff wants to work with the County but cannot make any guarantees since they are staff and not elected officials. Box 8181 Hillsborough, NC 27278 RE: Confirmation of town actions in the Hillsborough EDD Dear Bonnie, This letter is to confirm our discussion from September 18 regarding the Hillsborough EDD, particularly the properties south of Interstate 40. The town adopted a resolution amending our Future Land Use Plan (which is also the Joint Land Use Plan) on March 26, 2018. This amendment confirmed the land area expansion in the earlier amendment to the Water and Sewer Planning and Boundary Agreement and designated the additional land with the land use Suburban Office. This land use was selected in coordination with Orange County Planning staff to ensure continued consistency of the plan as adopted by both governing bodies. To date, we have received no formal development proposals for any property south of Interstate 40 that proceeded beyond a basic inquiry about water and sewer service with the town board. The town remains committed to its coordinated planning efforts with Orange County in this district and around the perimeter of Hillsborough.
