21 <br /> <br />Program Completed, GMP Presentation to BOCC March-May, 2019 <br />Construction Period Summer, 2019 – Summer, 2021 <br />Occupation Fall, 2021 <br /> <br />Bonnie Hammersley introduced Blair Bordeaux, Construction Manager at Risk (CMAR), <br />saying he will be the face of this project. <br />Blair Bordeaux said he is the president of Bordeaux Construction, who has been working <br />on the pre-construction phase. He said the next 30-60 days will be spent digging into the <br />budget, building on sites, feed back to designers, etc. <br />Blair Bordeaux introduced Carl Davis to talk about diversity in sub-contracting. <br />Carl Davis, Right Build International, said before they were builders they were <br />consultants in the areas of minority participation, tracking and monitoring; conflict resolution; <br />and workforce development. He said his company has run workforce programs throughout the <br />state, and started with Durham’s Capital Improvement projects in 2005, including the Durham <br />Performing Arts Center. He said they couple a workforce program with minority outreach, and <br />will report back to the County as requested by the Manager. He said they have worked with <br />Blair Bordeaux for a long time, and they are a team. He said they keep one foot in the <br />community for outreach, and plan to reach out to organizations such as Empowerment, <br />Compass Center, NC Works, Orange County Housing Authority, etc. <br />Blair Bordeaux said they understand the type of financial impact that a project like this <br />has on the County, and he said Carl Davis’ role is really focus on the local involvement <br />workforce development in the specific area. He said he has heard the politics of the facility, and <br />seeks to maximize the financial impact it can bring to this area. He said his staff will be from 5- <br />10 people from a construction side, and Carl Davis can dive deep and focus on workforce <br />development and minority participation. He said they have committed minority business goals <br />of 20%, and an Orange County workforce development goal of 30%. <br />Carl Davis said the 30% commitment is on new hires for the project, and would not affect <br />existing staff. <br />Bonnie Hammersley said floor plans will be presented to the Board of County <br />Commissioners at the November 8th work session. <br />Chair Dorosin asked if the monthly reports will be shared with the BOCC, via the <br />Manager. <br />Bonnie Hammersley said yes. <br /> <br />8.
