DocuSign Envelope ID: EB294A71-C7D1-4EE4-8287-60A6149320D4 <br /> IFC's shelters target community members who are homeless, whether due to lack of <br /> affordable housing, domestic violence, eviction, unemployment, low-paying jobs, <br /> mental illness, lack of support services or social supports, medical debt, and/or <br /> substance use. Individuals may self-refer, and we also accept referrals from <br /> community agencies, including Orange County Department of Social Services and <br /> Compass Center.We are on the Community Resources list put together by the <br /> Orange County Partnership to End Homelessness (OCPEH). We are working closely <br /> with OCPEH to create a Coordinated Entry system so that individuals experiencing <br /> homelessness have a clear path to obtaining shelter, with the burden taken off of the <br /> individual who is in crisis. <br /> g) Describe the credentials of the program manager and other key staff. (Ex. Identify <br /> Program Manager and credentials, describe training provided to volunteers, etc.) <br /> Our Residential Services Director holds an MSW from UNC-Chapel Hill and has <br /> worked for IFC for more than 7 years. She oversees both 24-hour residential <br /> facilities and a staff of 10 full-time and 11 part-time employees: two Program <br /> Managers, three Case Managers, one Kitchen Coordinator, and 13 Residential Staff. <br /> The Program Managers hold MSW degrees and supervise Case Managers, <br /> Residential Staff, and volunteers responsible for daily operation of the facilities. <br /> Volunteers are evaluated based on skills and interest. They then receive overall <br /> agency orientation and shadow staff or seasoned volunteers during training. <br /> h) Describe the specific period over which the activities will be carried out and include an <br /> implementation timeline. <br /> Activities are ongoing during FY19. <br /> HomeStart and Community House are 24-hour facilities, open 365 days per year. <br /> Approximately 92 hours per week of case management services are available to <br /> residents. These programs operates regardless of weather conditions and increase <br /> capacity during inclement weather. <br /> i) Why is funding this program a good investment for the community? How does funding <br /> this program add value to the community? (259 words OR LESS) <br /> IFC is the sole provider of homeless shelters in Orange County. Without Community <br /> House and HomeStart, Orange County residents experiencing homelessness would <br /> be on the streets or displaced to surrounding counties, making it nearly impossible <br /> for them to maintain employment and make other economic and cultural <br /> contributions in Orange County. Furthermore, IFC's shelters and case management <br /> help defray high costs and unnecessary use of emergency interventions resulting <br /> from homelessness, such as emergency room visits, law enforcement interactions, <br /> and court resources. IFC has a long-standing track record of leveraging private <br /> financial and volunteer support to fill a gap in service provision that in many <br /> jurisdictions is almost fully supported by a combination of federal, state and local <br /> government funding. <br /> IFC's continued movement toward best practices will bring the Towns and County <br /> more in line with HUD goals to end homelessness, subsequently increasing funding <br /> DO NOT SUBMIT THIS PAGE 1123/2018 2;06:13 PM P a g e 18 of t . <br />
