Box 2386 <br />Chapel Hill, NC <br />Telephone: 919.401,8586 <br />Location: On the north side of West Ten Road between I-40/I-85 and approximately 1,800± <br />feet east of Buckhorn Road <br />Township: Cheeks <br />Proposal: A 123,000 square feet middle school for the County School System with associated <br />parking and athletic facilities, A total of approximately 8.61 acres (13 percent) impervious is <br />proposed for the site. <br />Current Conditions <br />Zoning: Economic Development District (EDD) <br />Watershed: Upper Eno Protected Area Watershed (12% maximum impervious without Best <br />Management Practice (BMP); <br />70% maximum impervious with engineered watershed BMP <br />Total Tract Size: 66.257 acres (owned by Orange County Board of Education) <br />SUP Acreage (Requested): 66.257 acres <br />Current Land Use: Existing single family structures, farm buildings and two farm ponds exist on <br />the site, <br />Traffic Impact: The capacity of West Ten Road is between 12,000-14,000 Vehicles Per Day <br />(VPD) at level of Service D, The estimated Average Daily Traffic (ADT) in 2002 near the <br />intersection of West Ten Road and Buckhorn Road was approximately 790 VPD. A Traffic <br />Impact Analysis (TIA), required based on the number of trips generated by a school site, has <br />been prepared and submitted. The North Carolina Department of Transportation (NCDOT) and <br />the TIA indicates that turn lanes are needed for both eastbound and westbound travel lanes, <br />The applicant proposes to construct turn lanes at each entrance in both directions, The <br />applicant is dedicating additional right of way to accommodate the turn lanes. Also, the <br />Planning Department considered the possibility of a stub-out drive to the County property to the <br />East, but decided, in order to take advantage of shared use opportunities, to allow a portion of <br />the eastern drive to be relocated to the County's property. An additional benefit of shifting the <br />drive would be to allow the entire school (not the fields) to shift to the east allowing better site <br />planning, <br />Water/Sewer: <br />Water and sewer service are planned to be provided by the City of Mebane. Orange County <br />will design, construct and pay for the water and sewer lines and the sewer pump station locatec <br />at the southwest corner of the school property. Once constn~cted, the lines and pump station <br />will be dedicated to Mebane far maintenance purposes, The school will pay all fees associated <br />with its water and sewer service to Mebane in accordance with Mebane's water and sewer <br />connection policies. <br />
